Specialist, Sourcing (Projects Procurement)

The partnership’s assets include approximately 50,000 miles of pipelines; 260 million barrels of storage capacity for NGLs, crude oil, refined products and petrochemicals; and 14 billion cubic feet of natural gas storage capacity.This role is responsible for procurement and contracting activities supporting Field Engineering projects, including pipelines, terminals, compression, gas processing facilities, NGL infrastructure, storage systems, and reliability upgrades. The position ensures Field Engineering projects are executed with qualified contractors, fit-for-purpose materials, and commercially competitive agreements that support safe operations, regulatory compliance, cost efficiency, and schedule performance. Success requires strong commercial judgment, knowledge of sourcing and contracting models, and collaboration with key project stakeholders Responsibilities include, but are not limited to:Proactively partner with Engineering to understand requirementsDevelop contracting strategies, including lump sum, time and material, unit rate, and scope of work development for services, materials, and long-lead equipment sourcingAlign procurement plans with category and supplier strategiesPrequalify suppliers and contractors for sourcing event (capabilities, safety, financials)Develop and lead RFx events and negotiations for construction services, integrity services, engineered equipment, and critical materialsConduct commercial evaluations and present recommendations to project teamReview material and equipment selection ensuring alignment with approved manufacturers and company quality specificationsEnsure RFx results are objective, compliant, and fully auditableEnsure resulting order(s) accurately reflect suppliers’ proposal and meets all company order requirements and expectationsWork with internal stakeholders and supplier(s) to resolve issuesWork with internal Logistics and Expediting teams to ensure on-time deliveryCollaborate with Project Controls on cost forecasting and trackingEnsure orders include requirements for QA/QC, documentation turnover, welding, hydrotesting, coating, and inspectionBuild strong internal and external relationshipsQualificationsThe successful candidate will meet the following qualifications:A Bachelor's degree is required, preferably in Business, Engineering, Construction Management, Supply Chain.A minimum of 3 years of experience in Procurement/contracting preferably in the energy industry or related industries (such as Process, Chemicals, etc.) is required.CPSM, CPM, PMP, or equivalent certifications are preferred.Experience in pipeline, terminalor gas processing procurement is preferred.Demonstrated RFx management, bid evaluation, contract negotiation, supplier performance managementExperience using Oracle ERP is preferred.Proficient in Microsoft OfficeExcellent written/verbal communicationStrong commercial acumen with focus on cost, schedule, safety, and reliabilityAbility to manage competing prioritiesHigh ethical standards and commitment to complianceStrong interpersonal and influencing skillsStrong analytical and problem-solving skillsJob Field: Supply Chain ManagementOrganization: Supply Chain ManagementShift: Day JobJob Level: Individual ContributorTravel: Yes, 10 % of the Time
