GovCIO is currently hiring for a Databricks Data Engineer / Training Instructor to support our client's contract needs on a FEMA Office of Environmental Planning and Historic Preservation (OEHP) data engineering skills modernization program. This is a Key Personnel position (one of two required Databricks Data Engineer positions under the contract). This position is located in the Washington, DC metro area and will be a hybrid remote position; all training delivery is conducted virtually via Microsoft Teams, with instructor access to DHS systems required. This position is location within the United Staes and is fully remote.

Responsibilities

• Serve as a Key Personnel Databricks Data Engineer/instructor delivering a customized training and bootcamp program to up to 20 FEMA-OEHP staff already proficient in Databricks.

• Collaborate with FEMA-OEHP stakeholders during a 2-month pre-planning phase to finalize curriculum, project goals, and integration requirements.

• Develop and administer a self-administered, ~25-question initial skills assessment, and tailor tutoring and curriculum depth to individual results.

• Deliver weekly virtual training curriculum mapped to project milestones and integration tasks, using DHS/EHP datasets and real-world data where appropriate.

• Provide two 1-hour, 1-on-1 tutoring sessions per week per participant during a 1-month tutoring period.

• Lead weekly seminars (core topic plus an additional advanced track) combining lecture and hands-on labs for bootcamp participants.

• Guide participants through project-based learning to collaboratively build: vector search tools; data pipelines integrating Databricks with SharePoint, Power BI, ESRI ArcGIS Pro, and Power Platform; predictive compliance-review models; agentic compliance-review tools; and related audit, logging, and reporting features.

• Deliver Databricks platform training covering advanced notebook development, catalog management and permissioning, pipeline construction and orchestration, MLflow, Delta Lake, Unity Catalog, Genie, AI Gateway/agents, vector search, Data Factory, dashboards, and security best practices.

• Deliver data engineering concepts training including SQL (joins, CTEs, window functions), regex, Python for data transformations, Power BI DAX/M, Git integration, medallion architecture ETL, lakehouse architecture, and distributed compute/Spark.

• Provide targeted training on Power Apps (canvas) and Power Automate (cloud and desktop), including building and diagnosing flows, basic Power Fx syntax, monitoring/diagnostics tools, and security best practices.

• Administer a self-administered, ~25-question exit assessment to measure participant growth for program evaluation purposes.

• Develop a standalone, tiered (beginner/intermediate/advanced) training program and an accompanying Train-the-Trainer standard operating procedure (SOP) so FEMA can train future employees.

• Support use of DHS/EHP datasets and assist with mapping and updating the EHP data dictionary as part of hands-on exercises.

• Maintain access to DHS computers and comply with all required firewall clearances and DHS security requirements.

Qualifications

Required Skills and Experience:

• Bachelor's degree in Computer Science, Data Engineering, or a related field with demonstrated deep expertise in Databricks and experience developing or delivering technical training with 12 years or (or commensurate experience)

• Deep, hands-on expertise in Databricks: SQL and PySpark notebooks, Jobs/Workflows, Delta Lake, Unity Catalog, and MLflow.

• Experience with vector search implementation within Databricks.

• Experience with data pipeline construction, orchestration, and integration (e.g., Data Factory).

• Experience with AI model development, agentic workflows, and AI Gateway/agent tooling.

• Proficiency with Microsoft Power Platform: Power Apps (canvas), Power Automate (cloud and desktop), and Power Fx.

• Strong SQL (joins, CTEs, window functions), Python, regular expressions, and Git.

• Demonstrated experience developing and delivering technical training curriculum, hands-on labs, or bootcamp-style instruction.

Preferred Skills and Experience

• Experience integrating Databricks with SharePoint, Power BI, ESRI ArcGIS Pro/Online, and Genie.

• Experience developing Train-the-Trainer SOPs or instructional design materials.

• Experience supporting federal or DHS training, data modernization, or compliance-review programs.

Clearance Required: Ability to obtain and maintain a suitability/Public Trust 

Posted Salary Range

USD $175,000.00 - USD $195,000.00 /Yr.
