Los Angeles Valley College (LAVC) Student Services announces an opening for a full-time Dean. Interested individuals who meet the minimum qualifications and possess the required experience are invited to apply.

About the College

LAVC is one of nine colleges within the Los Angeles Community College District (LACCD), the largest community college district in the nation, serving more than 230,000 students annually. Located in the heart of the San Fernando Valley, LAVC is a comprehensive public two-year college established in 1949. The College serves a diverse student population and offers a broad range of transfer, career technical education, and continuing education programs designed to meet the needs of the community and local workforce.


LAVC enrolls approximately 18,000-26,000 students annually and employs over 1,500 faculty and staff. The College is committed to student access, equity, and success, and provides a wide range of academic programs and student support services that prepare students to complete certificates, earn degrees, transfer to four-year institutions, and achieve career and personal goals.


The College maintains strong partnerships with K-12 school districts, universities, and community organizations, and plays a key role in workforce development and economic growth in the region.

Position Description

Under the supervision of the Vice President of Student Services, the Dean is responsible for providing administrative leadership for Outreach and Recruitment, College Promise and First Year Experience (FYE), TRiO Student Support Services, TRiO Upward Bound, and TRiO Upward Bound Math Science. In addition, the Dean is responsible for managing the daily operations of EOPS, CARE, NextUp, and Guardian Scholars. The Dean is responsible for ensuring that the programs and services under their purview meet the needs of a diverse student population, promote equitable outcomes, comply with all state and federal regulations, and align with the budget goals and the mission of the college, district, and state.

Responsibilities/Duties

• Supervise and develop annual EOPS, CARE, NextUp, and Guardian Scholar budgets, contractual commitments, and maintain oversight of assigned program budgets.

• Monitor all allocations and expenditures in compliance with Education Code, state/federal regulations, Title 5, college policies, and procedures.

• Provide accountability for EOPS, CARE, NextUp, and Guardian Scholar eligibility processes and activities, and track program participants outcomes using the student information system.

• Responsible for the delivery of services and interventions that foster EOPS, CARE, NextUp, and Guardian Scholar student success including, but not limited to, counseling, transfer services, orientation, registration, peer advising, progress monitoring, tutoring, textbook services, and grants.

• Provide organizational leadership and management of TRiO Student Support Services, TRiO Upward Bound, and TRiO Upward Bound Math Science, including program planning, development, implementation, evaluation, and compliance.

• Provide organizational leadership and management for Outreach and Recruitment and College Promise/FYE, including program planning, development, implementation, evaluation, and compliance.

• Lead the development and execution of a comprehensive, data-informed enrollment pipeline strategy that integrates High School Outreach, Recruitment, and College Promise/FYE to increase application, enrollment, persistence, and completion outcomes.

• Establish and monitor key performance indicators (KPIs) for outreach, onboarding, and first-year experience initiatives including application yield, onboarding completion, course enrollment; retention; completion of milestones.

• Develop and sustain strategic partnerships with K-12 districts, community-based organizations, and internal stakeholders to expand access, strengthen college-going pathways, and support seamless student transitions from high school through completion and transfer.

• Provide direct supervision and evaluation of faculty, classified and unclassified staff in keeping with LACCD Board Rules, bargaining unit agreements, and Personnel Commission.

• Oversee staff assignments and schedules in accordance with established policies.

• Monitor outcome assessments for Program Review; utilize assessment results to make continuous improvement.

• Ensure preparation, distribution and maintenance of college, district, state and Federal reports, records, and files.

• Provide guidance in interpreting, articulating policies and procedures to ensure alignment and compliance with district, state and federal regulations.

• Collaborate with other college support services including: Academic Affairs, Rainbow Pride Center, MESA, Counseling, Admissions, Financial Aid, Career and Transfer Center, Basic Needs Center, CalWORKs, Family Resource Center, Child Development Center, Dream Resource Center, Associate Student Union, International Students, Puente, Rising Scholars, TAP/ Honors, Umoja, Veterans Resource Center, Adult Education, Noncredit, and Services for Students with Disabilities (SSD) to maximize resources and services for students.

• Serve as a resource in maintaining communication with college, district, regional and statewide program-related agencies.


• Participate in state, county, regional, and college meetings and conferences as required.

• Serve on college councils, committees, and task forces as required, and represent unit assigned and/or college at meetings of the community, other educational institutions, and agencies as required.

• Serve as an evening and/or weekend administrator as assigned.

• Perform other related duties as assigned.

• Ability to interpret, apply and explain laws, codes, regulations, policies, and procedures.

• Ability to plan and organize work that can be nuanced and complex.

• Ability to prepare comprehensive narrative and statistical reports.


• Knowledge of the mission of the California Community Colleges.


• Knowledge of Title 5 regulations and applicable sections of the California Education Code.


• Knowledge of federal and state laws as they pertain to working within educationally based programs such as EOPS, CARE, NextUp, Guardian Scholars as well as TRiO Student Support Services, TRiO Upward Bound, and TRiO Upward Bound Math and Science.

• Knowledge of principles of supervision, training and practices of office management.

• Knowledge of accounting, budgeting and fiscal reporting.

Minimum Qualifications
  • Master's degree from an accredited college or university.
  • Completion of one year of full-time formal training, internship or leadership experience reasonably related to the administrative assignment.
  • Sensitivity to and an understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
In addition, the candidate must meet Minimum qualification for EOPS as per Title 5 requirement as follows:
  • Master's degree in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work, or career development, OR the equivalent;
AND EOPS counselors shall :

(1) Have completed a minimum of nine semester units of college course work predominantly relating to ethnic minorities or persons handicapped by language, social, or economic disadvantages; OR

(2) Have completed six semester units or the equivalent of a college-level counseling practicum or counseling field-work courses in a community college EOPS program, or in a program dealing predominantly with ethnic minorities or persons handicapped by language, social, or economic disadvantages; AND

o In addition, an EOPS counselor shall have two years of occupational experience in work relating to ethnic minorities or persons handicapped by language, social, or economic disadvantages.

Desirable Qualifications
  • Increasingly responsible supervisory experience in the development and administration of programs for students related to assignment.
  • Technological Innovation: Demonstrated success in identifying and implementing emerging technologies to enhance student support services and improve student engagement outcomes.
  • Process Automation: Experience in streamlining administrative workflows through the use of automation tools (e.g., CRM enhancements, automated intake systems, or digital record-keeping) to increase operational efficiency.
  • Data-Driven Decision Making: Ability to leverage advanced data analytics and AI-driven insights to monitor program outcomes, conduct Program Review, and facilitate continuous service improvement.
  • Future-Ready Vision: A forward-thinking approach to student services, including experience or interest in participating in initiatives such as AI Fellowships or digital transformation task forces to advance the college's mission in a rapidly evolving technological landscape.

Salary and Benefits

The current salary range is $175,836 - $206,448 annually. The selected candidate will be placed on the salary schedule for that class based on a number of factors including but not limited to: education, scope and breadth of experience and responsibilities, skills, competencies and accomplishments in accordance with LACCD Board Rule 10509. An additional, doctoral stipend of $6,288 per academic year is available for applicants possessing a doctorate degree from an accredited institution. Benefits include medical, dental, vision for employees and eligible dependents, term life insurance, and State Teachers Retirement System program.
