We're looking for an experienced air quality compliance professional to be the program manager for permitting and compliance work for our manufacturing and oil & gas clients across Colorado, Wyoming, Montana and North Dakota, while mentoring a team of project managers and environmental engineers.

Job Functions:

\n

Core responsibilities:

\n

\n
• Lead and mentor the Air Compliance team (Senior PMs, PMs, and early-career environmental professionals)
\n
• Prepare and oversee air quality permits: Title V, PSD, APENs and updates
\n
• Manage CO/WY oil and gas air permitting and compliance work
\n
• Interpret and implement CDPHE Regulation 7 requirements
\n
• Oversee emission inventory tools, rolling emission logs, and estimate calculators
\n
• Handle NSPS OOOO/OOOOa/OOOOb reporting and LDAR recordkeeping under Reg. 7
\n

\n

Additional responsibilities (as experience applies):

\n

\n
• Air modeling support (Promax, Aeromod)
\n
• GHG and TRI reporting
\n
• Broader EHS compliance (CWA, RCRA, SPCC/FRP, EPCRA, CERCLA, UIC)
\n
• Stormwater and SPCC plan drafting, compliance auditing
\n
• Client site visits for permitting, plan review, and audits
\n

\n

What We're Looking For:

\n

Must-haves:

\n

\n
• 6+ years of experience in air compliance consulting or a closely related field
\n
• Hands-on experience with Title V and PSD permitting
\n
• Working knowledge of Colorado Regulation 3 and Regulation 7
\n
• Strong written and verbal communication — you can explain technical requirements clearly to clients and regulators
\n
• Comfortable managing multiple projects and mentoring junior staff
\n

Nice-to-haves (not required):

\n
• GHG reporting experience (manufacturing or oil & gas)
\n
• NSPS OOOO/OOOOa/OOOOb reporting experience
\n
• PE or PG license
\n
• Familiarity with SharePoint
\n

Education: Bachelor's degree in engineering, chemistry, environmental science, or a related technical field. We'll also consider equivalent professional experience in place of a specific degree.
