Maryland Judiciary Benefits (mdcourts.gov) About the Maryland Court System | Maryland Courts (mdcourts.gov) salaryrangesfy27.pdf Essential Functions The Lead Land Records Clerk performs non-judicial clerical and cashiering work in a lead capacity consisting of training, assigning, reviewing, and approving work of other Land Records staff in Calvert County Circuit Court. The incumbent will provide and maintain the most accurate and current land and licensing records for the public. The incumbent will also ensure staff, and the public are provided with the most up-to-date law or operational procedures. This position assists the supervisor in audits of land records and licensing. Land records: Provide customer service; accept and reject documents; calculate recording fees; process documents in cash register; scan, index, and verify data. Maintain record room with up-to-date indexes. Trains, reviews, and evaluates the work of other land records staff in completing these duties. Business Licensing: Assist customers with determining if and which license is required. Issue new licenses, process renewals, collect fees, and maintain licensing computer records. Liens: Review, accept, and process new and existing liens through computer program; return all processed paperwork to appropriate agency/person. Maintain index in record room. Miscellaneous Records: Review, accept, record, index and verify documents. Process documents in various computer programs. Maintain index in record room. Marriage Licenses: Issue and process in computer program. Schedule civil ceremonies. Provide copies to public. Collect appropriate fees and process in cash register. Commissions & Oaths: Administer constitutional oaths to notary public and appointed commissioned offices. Collect appropriate fees and process in cash register. Fiscal: Assist fiscal clerk with returned checks for land and licensing departments. Generate any reports needed per audit requirements Education High School diploma (or GED equivalent). Experience Three (3) years of work experience, to include one (1) year as a Land Records Clerk, in clerical/cashiering work involving fee collection and recording, verifying, or indexing real estate and other documents. Note A Bachelor?s Degree may substitute two (2) years of required work experience. A Paralegal/Associates Degree or 60 college credits may substitute two (2) years of required work experience. A Paralegal Certificate may substitute one (1) year of required work experience. Knowledge Of Job related terminology, codes, comments, notations, orders, policies, procedures, rules, regulations, and laws. Personal computers and software to include, but not limited to, Microsoft Office Suite. Court forms, practices, procedures, protocols, systems, and equipment required to support the specialized work of the assigned unit(s). Instrument codes and instrument-specific indexing procedures Skill In Applying job-related terminology, codes, policies, procedures, rules, regulations, and laws. Examining legal property documents. Communicating information effectively. Analyzing records, reports, and other business documents and noting details and facts pertinent to this assignment. Operating a 10 key calculator/keypad. Ability To Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc. Operate special duplication equipment, typewriter, time/date document liber/folio, adding machine, numbering, and scanners. Calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages. Interpret, apply, and follow a variety of written or verbal instructions. Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing. Assist, guide, and direct others in a polite and efficient manner. Work within time constraints, meet fixed deadlines, and demonstrate good organizational skills. Calculate figures and amounts such as discounts, interest commissions, proportions, and percentages. Determine and calculate appropriate fees and taxes and provide appropriate information to customers. Interpret documents and procedure manuals. Physical Requirements Perform all essential functions of this position. Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
