Summary Develops, administers, and implements short and long‑term strategic goals and objectives to manage infrastructure upgrade projects for wastewater treatment and collection systems. Works with WRBP Administrators and Water Division Directors to plan and manage construction projects, create specifications, policies, and procedures, and provide leadership and guidance to staff, vendors, contractors and subcontractors. Monitors data, timelines and output, ensuring compliance with all requirements. Minimum Qualifications Bachelor’s degree and 6 years of experience, or equivalent combination of 10 years of education and experience after high school. Education and experience must be in construction or project management, contract operations, industrial facility management, water/wastewater treatment facilities management, or related field. Valid driver’s license or access to transportation. Physical ability to visit facility locations that may require climbing stairs or ladders. Must be able to work a 40‑hour work week. Student credit can substitute for 1 year of required experience in lieu of formal education. Preferred Qualifications Certification in project management. Experience with industrial facility management or water/wastewater treatment facility management. Knowledge of project management program administration and process evaluation. Knowledge of state and federal laws and regulations relating to wastewater treatment facilities. Knowledge of project management scheduling software. Strong negotiating and innovation skills. Effective leadership; ability to build good relationships with staff and stakeholders. Excellent oral and written communication; ability to manage multiple projects concurrently and meet deadlines. Analytical problem‑solving skills and sound judgment. Attention to detail and ability to present complex data meaningfully. Experience in budgeting, capital planning, master planning, scheduling, or program implementation. After‑Hire Requirements Must achieve a minimum NH Wastewater Grade 1‑OIT certification within one year. Career Advancement Opportunities In‑band advancement: No. Broad group level advancement: No. Responsibilities Serves as Project Manager for the wastewater infrastructure operated by WRBP, identifying and addressing operational needs and design requirements, and developing project plans, scopes of work, and logistical and scheduling requirements for capital and major upgrade or repair projects. Serves as the primary point of contact, ensuring effective communication and coordination with all partners and stakeholders. Prepares and monitors capital projects and major repair or upgrade budgets and cost estimates; reviews annual operation, construction, and maintenance plans to identify current and future needs. Identifies resource and funding needs and communicates them to responsible parties. Manages the RFP process, evaluates vendor responses, analyzes proposals and ensures timely submissions. Ensures loan and grant funds are used in accordance with state and federal requirements. Develops and administers policies to manage planning, design, and construction of infrastructure projects, including coordination of agreements and permits. Coaches staff on project management techniques, prepares status reports on budget, resources, and technical issues for WRBP Administrators and Water Division Directors, and incorporates Master Plan recommendations into the WRBP Capital Improvement Plan. Coordinates activities of contractors, consultants, regulators, and WRBP staff; engages engineering teams to identify issues and evaluate alternative solutions. Communicates with local, state, and federal agencies, department work units, and contractors to facilitate contract plan production that meets technical requirements. Oversees engineering teams and technical contractors, ensuring projects meet engineering standards and regulations. Serves as liaison with engineers, contractors, and suppliers; oversees project delivery and inspection to ensure compliance with safety standards and all applicable rules. Provides technical guidance and documents regulatory and technical data for project updates and changes. Manages in‑process and final project documentation, integrating into the Asset Management Program for new or modified assets. Contributes to system and procedure changes, work simplification, and quality improvement initiatives. Criminal background and driving record review required.
