Federal Human Resources Support
- Research and review federal human resources laws, regulations, policies, rules, and procedures
- Provide informational and technical support to employees, supervisors, managers, and HR personnel
- Compile supporting data and document the methodology used for HR analyses and recommendations
- Prepare reports, briefs, correspondence, forms, presentations, and other HR program materials
- Draft local instructions, standard operating procedures, policies, and process documentation
- Support HR process-improvement initiatives, special projects, and cross-functional working groups
- Track HR program activities, milestones, metrics, and outstanding actions
- Prepare and maintain recurring program and contract-status reports
- Coordinate meetings, capture action items, and maintain supporting documentation
- Gather, organize, maintain, and file official HR program records
- Review documents for completeness, consistency, and compliance with applicable requirements
- Protect personnel information and other sensitive Government records
- Research employee-relations and labor-relations requirements and prepare supporting analyses
- Assist with disciplinary, performance-management, leave, telework, benefits, and wellness programs
- Draft disciplinary correspondence, investigatory reports, policies, procedures, and management guidance
- Support administrative investigations and prepare reports summarizing findings
- Assist managers and employees with performance-management program requirements
- Maintain performance appraisals, telework agreements, case files, and related program records
- Track program participation, compliance requirements, deadlines, and performance metrics
- Support the Voluntary Leave Transfer Program and maintain protected medical documentation
- Assist with workers' compensation claims, records, reporting, and Department of Labor coordination
- Support retirement activities, health fairs, blood drives, benefit events, and employee programs
- Help prepare Labor and Employee Relations programs for Command inspections
- Assist with federal recruitment, staffing, placement, and workforce-planning activities
- Support job analyses and the development or revision of position descriptions
- Assist with determining appropriate classification factors, grade levels, and compensation structures
- Research organizational structures and recommend approaches that support efficiency and career development
- Enter Requests for Personnel Actions into the Defense Civilian Personnel Data System
- Route personnel actions to the appropriate HR Specialist and update internal tracking systems
- Track recruitment and personnel-action activity through completion
- Review staffing documentation and identify missing, inconsistent, or inaccurate information
- Support the design, development, coordination, and delivery of workforce training programs
- Assist with organizational training-needs assessments and workforce-development planning
- Analyze employee development plans, workforce trends, customer needs, and organizational priorities
- Monitor mandatory training requirements and report delinquent or incomplete training
- Coordinate instructors, classrooms, course materials, registration lists, and training logistics
- Maintain training records, course catalogs, registration systems, and attendance information
- Review training programs and recommend improvements to content, delivery methods, and learning materials
- Develop or update facilitator guides, student guides, presentations, and course resources
- Support onboarding programs before, during, and after scheduled orientation sessions
- Review and process training invoices and continued-service documentation
- Assist with Government-led, leadership, acquisition, and cybersecurity training programs
- Ensure recorded training materials comply with applicable accessibility requirements
- Support the maintenance, operation, and improvement of federal human resources information systems
- Enter, update, validate, extract, and analyze HR data across multiple Government systems
- Develop reports, graphics, dashboards, and workforce metrics for management review
- Analyze workforce trends and forecast future human-capital requirements
- Conduct HR studies involving data collection, interviews, modeling, testing, and performance measurements
- Identify data-quality, process, system, and reporting improvement opportunities
- Assist with testing system changes and documenting results
- Help manage system access levels and user roles based on authorized business needs
- Support the confidentiality, integrity, and availability of personnel systems and HR data
- Conduct or support risk assessments involving HR information systems
- Train employees and HR personnel on system procedures, processes, and functionality
- Protect Personally Identifiable Information and respond appropriately to personnel-data requests
- Support student, entry-level, and professional recruitment programs
- Coordinate career-fair registrations, recruitment events, university communications, and interview activities
- Track candidates, students, recruitment schedules, and program participation
- Assist with purchase requests, invitational travel orders, recruitment materials, and event logistics
- Set up recruitment activities in designated talent-management portals
- Support event preparation, onsite execution, and breakdown
- Assist recruiters and HR Advisors with applicant and recruitment documentation
- Track recruitment and student-outreach budgets
- Enter and route personnel actions and maintain internal recruitment tracking systems
- Use Microsoft Office applications to create reports, correspondence, presentations, tables, and graphics
- Perform data entry and generate reports through federal HR, payroll, staffing, training, and workforce systems
- Use systems such as DCPDS, USA Staffing, USAJOBS, TWMS, DCPS, HRLink, EDW, E-Verify, and comparable tools
- Use SharePoint and internal HR tools to maintain program information and support collaboration
- Scan, copy, summarize, review, analyze, and organize HR documents and records
- Provide basic audiovisual and communication support for meetings, training, and HR events
REQUIRED BACKGROUND
- Minimum of five years of experience providing human resources services
- Experience in at least one of the following federal HR functional areas:
- Labor and Employee Relations
- Staffing and Classification
- Workforce Development
- Human Resources Information Systems
- Student Outreach and Recruitment
- Knowledge of federal human resources regulations, policies, and practices
- Knowledge of Title 5 of the United States Code and related federal HR authorities
- Experience researching and interpreting HR laws, regulations, policies, rules, or procedures
- Experience preparing HR reports, recommendations, correspondence, policies, or procedures
- Experience collecting, reviewing, analyzing, and reporting HR or workforce data
- Ability to communicate technical HR information clearly to employees, supervisors, and managers
- Experience maintaining official, confidential, or sensitive personnel records
- Strong written and verbal communication skills
- Proficiency with Microsoft Office, including Word, Excel, PowerPoint, and Outlook
- Ability to learn and work within multiple Government information systems
- Ability to organize complex assignments involving multiple stakeholders and deadlines
- Ability to work independently and collaboratively in a professional HR environment
- Ability to exercise discretion when handling Personally Identifiable Information and sensitive matters
EDUCATION
- High school diploma or equivalent required
- Associate's or bachelor's degree in human resources, business administration, public administration, organizational development, or a related field preferred
- Federal HR, employee relations, staffing, classification, training, analytics, or project-management certifications preferred
