We are seeking an experienced and visionary Director of Human Resources to lead our people strategy and cultivate a workplace where talented professionals can thrive while advancing our mission.Position SummaryThe Senior Director of Human Resources serves as the organization's senior Human Resources executive and strategic advisor to the Chief Executive Officer. As a member of the Executive Leadership Team, the Director leads the development and execution of the organization's people strategy, ensuring Roads to Success attracts, develops, and retains exceptional talent while maintaining compliance with all applicable federal, state, and local employment laws.Position InformationPosition: Senior Director of Human ResourcesDepartment: Human ResourcesReports To: Chief Executive OfficerSupervises: FT HR Generalist, FT Compliance ManagerSchedule: Full-Time | Hybrid (3 onsite / 2 remote) with occasional eveningsSalary Range: $100,000–$120,000Executive Leadership ResponsibilitiesServe as a strategic advisor to the CEO and Executive Leadership Team.Develop and execute the organization's Human Capital Strategy.Lead workforce planning, succession planning, and organizational change initiatives.Present workforce metrics and HR updates to executive leadership and the Board as appropriate.Partner with Finance on personnel budgeting and compensation planning.Identify organizational risks and recommend proactive HR solutions.Talent Acquisition & Workforce PlanningLead full-cycle recruitment, onboarding, orientation, and offboarding.Develop inclusive recruitment strategies and talent pipelines.Partner with leaders to forecast staffing needs.Maintain accurate job descriptions and workforce plans.Employee Relations & Performance ManagementLead workplace investigations, conflict resolution, corrective actions, and employee relations matters.Coach managers on performance management, documentation, and accountability.Oversee annual evaluations, performance improvement plans, leadership development, and succession planning.Develop employee engagement, recognition, and retention initiatives.Compensation, Benefits & PayrollLead compensation strategy, salary benchmarking, and pay equity initiatives.Oversee benefits administration, Open Enrollment, COBRA, 401(k), leave administration, and vendor relationships.Provide strategic oversight of payroll administration through Paycom in partnership with Finance.Compliance & Risk ManagementEnsure compliance with all applicable federal, New York State, and New York City employment laws.Maintain HR policies, employee handbook, I-9 compliance, harassment prevention training, and personnel records.Partner with legal counsel and conduct periodic HR audits.Youth-Serving Organization ComplianceEnsure compliance with DOE, DYCD, DOHMH Article 47, SACC, background screening, fingerprinting, mandated reporter requirements, and grant-funded personnel standards.Support government monitoring visits and external audits.Organizational Development & HR TechnologyLead leadership development and professional learning initiatives.Administer Paycom HRIS and develop HR dashboards.Monitor turnover, retention, engagement, hiring metrics, and workforce analytics.Budget & Vendor ManagementDevelop and manage the HR operating budget.Manage relationships with benefits brokers, retirement providers, legal counsel, payroll, and background screening vendors.QualificationsBachelor's degree in Human Resources, Business Administration, or related field required; Master's degree preferred.8–10 years of progressively responsible Human Resources experience with at least 5 years in a leadership role.Experience supporting organizations with 100+ employees; nonprofit experience strongly preferred.Strong knowledge of New York employment law, employee relations, payroll oversight, benefits administration, organizational development, and HRIS systems (Paycom preferred).Professional certification such as SHRM-SCP, SHRM-CP, SPHR, or PHR preferred.Success MeasuresImprove employee engagement and retention.Reduce time-to-fill critical vacancies.Complete organization-wide HR compliance audit.Modernize HR policies and employee handbook.Launch leadership development programming.Strengthen onboarding and workforce analytics.Perks & BenefitsRTS provides a competitive benefits package, including:10 Vacation Days4 Personal Leave Days10 HolidaysHealth InsuranceLife InsuranceCommuter BenefitsFlexible Spending Account (FSA)Bereavement Leave (4 days)Jury Duty Leave (5 days)Family Leave/Unpaid LeaveSafe and Sick Leave (10 days)Comprehensive 401K plan in partnership with EmpowerWhy Join Roads to Success?This is an opportunity to shape the employee experience for the professionals who impact thousands of New York City's young people every year while building a best-in-class Human Resources function.EQUAL OPPORTUNITY EMPLOYER:RTS is dedicated to fostering an inclusive workplace that embraces diversity.
