For more information: Urban, Subnational Finance, Tourism, and Disaster Management Global Department: The WBG's Global Department for Urban, Subnational Finance, Tourism, and Disaster Management serves as the institutional home for integrated knowledge and solutions across urban development, subnational and municipal finance, land, disaster and climate risk management, and tourism. Part of the WBG Infrastructure Vice Presidency, the department brings together teams from the International Bank for Reconstruction and Development (IBRD), International Development Association (IDA), International Finance Corporation (IFC), and Multilateral Investment Guarantees Agency (MIGA) to deliver coordinated, scalable solutions to both public- and private-sector clients. It is organized into a Joint Policy and Regulations Unit and three Solutions and Impact Units covering Urban, Subnational Finance and Land; Resilience and Disaster Management; and Tourism and Services. With a mandate spanning global knowledge generation, policy development, and direct operational support to regional and country teams, the department works to strengthen resilient, livable cities; improve subnational fiscal capacity; advance tourism as a driver of jobs and private investment; and reduce the human and economic toll of disasters — all in service of the World Bank Group's mission to end extreme poverty and boost shared prosperity on a livable planet. Global Tourism and Services, Solutions and Impact Unit: The Unit stewards the World Bank Group’s global tourism agenda. It offers strategic guidance to the institution and supports the institution to exercise thought leadership on the agenda. Through the development of the forthcoming Global Tourism Strategy and Implementation Plan and support to the regions, the unit supports client governments in developing competitive, inclusive, and sustainable tourism sectors through a combination of investment lending, advisory services and analytics (ASA), knowledge products, and global partnerships. The Unit works across the full destination development lifecycle and across seven solution areas. The Unit's current work program includes: developing a Global Tourism Strategy and Implementation Plan, developing a World Bank Tourism Diagnostic Framework and Toolkit to enable more empirical approaches to identifying and prioritizing key constraints to sector competitiveness; implementing a Korea Green Growth Trust Fund (KGGTF)-funded ASA focused on public-private collaboration for green destination development; developing the Spread Tourism Digital Destination Management System as an Innovation Award winner; and supporting regions to deliver strategic tourism engagements. To support this expanding and multifaceted work program, the Global Tourism Unit seeks to recruit an Extended Term Consultant (ETC) with deep expertise in destination development, tourism diagnostics, and the political economy of tourism reform in developing countries. OBJECTIVE The objective of this assignment is to provide specialized technical support to the Global Tourism Unit across its core work program, with a particular focus on destination development, the development of a KGGTF-funded toolkit and pilots, digital destination management, refinement of the Unit's tourism diagnostic methodology, and strategic contributions to the World Bank Global Tourism Strategy and Implementation Plan. DUTIES AND RESPONSIBILITIES Under the supervision of the Manager and a senior urban development specialist, the ETC will be responsible for the following duties: A. KGGTF-Funded ASA: Public-Private Collaboration Toolkit for Green Destination Development ● Serve as a core technical contributor to the implementation of the KGGTF-funded Advisory Services and Analytics (ASA) activity focused on developing a toolkit for public-private sector collaboration across the destination development lifecycle for green tourism destinations. ● Contribute to the design, drafting, and quality assurance of toolkit modules, guidance notes, case studies, and other knowledge products produced under the ASA. ● Coordinate with government counterparts, private sector stakeholders, development partners, and KGGTF as required to ensure the ASA is delivered on time and to a high standard. ● Contribute to dissemination and outreach activities related to the toolkit, including workshops, events, and publications. B. Spread Tourism Digital Destination Management System Innovation Award ● Serve as a core team member of the Spread Tourism Digital Destination Management System Innovation Award team developing the system. ● Support any follow-on analytical work, partnerships, or pilot activities associated with digital destination management systems. C. Tourism Diagnostics and Empirical Strategy Development ● Support the refinement and operationalization of the Global Tourism Unit's Tourism Diagnostic Framework, with the goal of enabling more rigorous, evidence-based identification and prioritization of binding constraints to destination competitiveness and tourism sector development. ● Develop and apply analytical tools and methodologies to strengthen the empirical foundations of tourism diagnostics, including quantitative benchmarking, value chain analysis, governance assessments, and demand-supply gap analyses. ● Contribute to the development of standardized diagnostic protocols and guidance notes that can be applied consistently across countries and regions, including in data-constrained environments. ● Pilot and test refined diagnostic approaches in the context of ongoing country engagements, drawing lessons for broader application. D. Other ● Provide technical assistance to select country engagements, knowledge products, client-facing activities, operational tasks, and other assignments as directed by the Unit Head. ● Contribute to the preparation of concept notes, project documents, policy notes, presentations, and other materials. Deliverables Specific deliverables will be agreed with the supervising manager on a periodic basis and will include, but are not limited to: ● KGGTF ASA toolkit modules (design, drafts, and final outputs per ASA work plan milestones) ● Spread Tourism technical support outputs and lessons-learned note (ongoing; summary note within 12 months) ● Refined Tourism Diagnostic Framework, including updated methodology note and diagnostic tools ● Other deliverables
