Human Resources ManagerThe Human Resources Manager is an at-will "working manager" position reporting directly to the Director of Human Resources & Risk Management. Under general direction, this position plans, manages and performs advanced-level professional human resources and risk management program/service delivery for the City. The Human Resources Manager provides responsible support to the Human Resources Director to accomplish department goals and objectives as well as formulating and overseeing the execution of operational objectives as outlined in the City Strategic Plan. Technologies utilized by the department include Eden, NeoGov Insight, Laserfiche, Monday.com, OpenGov, Granicus, KnowBe4 and CivicClerk. The City is currently replacing the Eden Enterprise Resource Planning (ERP) with Tyler Munis EERP which is expected to be completed this year.The ideal candidate will be a generalist with a depth of technical knowledge in employee and labor relations, employment, labor and retirement laws, benefits administration, recruitment and selection, classification and compensation, and risk management. He/she will possess a high degree of emotional intelligence, political astuteness and the ability to build effective working relationships with labor associations, supervisors and managers and city committees. The ideal candidate will be an excellent communicator, very skilled at process improvement and time management with a proven record of bringing projects to completion. The successful candidate will demonstrate excellent writing and research skills and will display an innovative approach to problem solving.The salary for this position is $10,070 to $14,787 per month with placement in the range dependent on qualifications. The Human Resources Manager is a full-time at-will position in the City's Management and Confidential Group (unrepresented employee group) with the following benefits package: 9/80 or 4/10 Work Schedule: The City requires in-office presence to effectively support our team and operations. Our positions are fully on-site with no remote work options available.Retirement: California Public Employee Retirement System (CalPERS) plan which offers reciprocity between agencies. Classic Tier II employees, who have been in the CalPERS system and are new to the City of El Segundo, will receive 2%@60 formula. Employees new to the City and CalPERS, and do not belong to a reciprocal agency of CalPERS, will receive the PEPRA formula of 2%@62. Classic employees are required to contribute 8% of pensionable income towards their retirement benefit; PEPRA employees are required to contribute 7.5%.Social Security & Medicare: The City of El Segundo participates in Social Security. The City matches the employee contribution which is 6.2% of salary. Federal mandate requires all employees hired or rehired by any government agency on or after April 1, 1986 to participate in Medicare. The City matches the employee's Medicare contribution, which is 1.45% of salary.Health Benefits: CalPERS medical, MetLife Dental and VSP plans are offered. A monthly contribution of $1,850 is provided ($932 per month for medical and $918 per month in flex dollars). Flex dollars may be used towards medical premiums or the Mission Square 457 deferred compensation plan. There is no cash back for unused flex dollars.Retiree Medical: Employees that service retire concurrently from CalPERS and the City of El Segundo after a minimum of five consecutive years of full-time service with the City shall be eligible for the PEMHCA amount of $932 plus a City contribution to equal the total monthly medical contribution for Management & Confidential active employees.Voluntary Binding Arbitration: $10,000 paymentLeave Benefits: Vacation Leave is earned at a rate of 4.15 hours per pay period. Placement in the leave accrual schedule shall be based on total years of service worked in a CalPERS or comparable agency. Sick Leave is earned at 8 hours per month.Administrative Leave: Up to 56 hours per calendar year. There is no cash value to this leave.Holidays: Twelve (12) paid holidays including one floating holiday which is added to your leave bank on January 1 every year.Cell Phone: City phone provided.Life Insurance: City paid policy of $50,000.Flexible Spending and Dependent Care Accounts: Optional participation.Section 457 Deferred Compensation Plan: Optional participation in Mission Square plan.Under general direction, plans, manages and performs advanced-level professional human resources and risk management program/service delivery for the City.Essential functions, as defined under the Americans with Disabilities Act, may include the following duties and responsibilities, knowledge, skills and other characteristics. Characteristic Duties and Responsibilities: Positions in this classification typically perform a full range of duties at a level of complexity represented by the following types of responsibilities:Develops and administers administrative policies and procedures for human resources management and risk management; ensures appropriate data and files are maintained for employee and payroll records; prepares or oversees preparation of contracts, statistical reports and other documentation related to human resources and risk management; develops and implements effective recruitment and retention programs; facilitates organizational communication between and among departments, programs and functions regarding human resource matters.Manages the recruitment and selection program for the City; conducts classification and compensation studies of existing and proposed positions and classes; provides for and/or conducts staff development; reviews, submits and manages unemployment insurance claims and manages the City's safety and workers compensation program.Confers with and advises department staff and City employees by providing advice, problem solving assistance, answers to questions and interpretation of Personnel Rules and Regulations, Memoranda of Understanding (MOU) and other related provisions.Confers with and advises staff in the resolution of personnel-related problems and responds to program administration and/or delivery questions, ensuring necessary follow-up occurs; provides assistance and direction to management regarding employee discipline and grievance processes; serves as liaison with the community, professional groups and other external contacts and resources for the City.Provides technical assistance and support to the Chief Negotiator and members of the management team during MOU negotiations; develops costing criteria and data and prepares material for negotiation meetings and executive sessions.Assists in the preparation and administration of the department budget; conducts a variety of special studies and projects regarding sensitive personnel management issues and problems, analyzes data and develops/recommends resolutions; writes reports; assigns, schedules and reviews work of other department staff.Assists City managers and supervisors in the application of all aspects of supervision including recruitment and selection and performance evaluation; assists with corrective and/or disciplinary actions, grievances and complaints according to City policy, procedures and best practices in human resource management.Recruits, hires, schedules, assigns, monitors and evaluates staff; provides for and/or conducts staff development; establishes work methods and standards; initiates corrective and/or disciplinary action and responds to grievances and complaints according to established personnel policies and procedures and relevant MOU's.To perform this job successfully, an individual must be able to perform each essential function.
