Location and Schedule This individual will report in person to Denver International Airport. Employee parking will be provided. In this position you can expect to work Monday – Friday, standard business hours. This role supports mandatory on‑call emergency operations that may happen during nights, weekends, and holidays. All scheduling is subject to adjustment and is based on operational needs. What You'll Do We are seeking highly‑skilled, self‑motivated team players with outstanding relationship‑building, problem‑solving, and negotiating skills to perform duties in contracts and serve as the face of the airport to many vendors and contractors. The Contract Administrator will manage and monitor contract requirements and performance within the O&M Contract Administration Department, ensuring compliance with contract terms, city ordinances, and DEN rules and regulations. They will develop scope of work, program development, contract management, and negotiations for contracts related to programs such as Janitorial, Window Cleaning and Maintenance Services. The role requires interaction with groups or divisions such as the Office of Economic Development, Contractors, federal governing agencies, Business Management Services, Finance, and other internal and external divisions within DEN. Additional responsibilities include training, preparing and executing change orders, schedule of values, auditing invoices against professional service contracts, and daily document control. Develop and document policy for all contractual parameters including vendor types, services, space allocation, and construction requirements related to the Airport Services department. Act as a liaison to the City Attorney’s Office and Business Management Services office. Follow prospective contracts through RFP, contracting, and close‑out processes and coordinate actions for breach of contract situations. Coordinate with contractors to ensure pay applications and payments are accurate and processed promptly. Track and respond to market changes, work with stakeholders, determine operational efficiencies for performance improvement, and prepare reports and recommendations for management. Negotiate final terms of contracts, develop expenditure agreements, and manage contracts of specific vendors, professional services, or construction projects. Provide technical guidance to staff and contractors, recommend and coordinate implementation of policies and procedures, and assist in developing new policies. Perform on‑site investigations to verify compliance with contract pricing and employment rules and regulations; approve or deny adjustments, respond to inquiries and audits, and re‑inspect as necessary. Make presentations to contractors, city department heads, concession operators, and public interest groups and provide information on contract policies and procedures and general business management. Maintain a tracking system of contract files throughout the term of the contract, archive all resource documents, and complete reports for management on contractor performance. Review and ensure the quality of work meets or exceeds contractual requirements; coordinate internal review meetings monthly and recommend contract renewals, extensions, amendments, and modifications to management. Review contractor change requests and proposals for accuracy and compliance, arrange negotiation meetings with the contractor and project manager, process changes into the contract, prepare specifications for inclusion in contract documents, and complete all information and forms necessary to advertise and procure contracts. Manage various on‑call service contracts, including contract capacity, task order issuance, contractor performance, and invoicing; perform on‑call task order quote/solicitation procedures when issuing a task order for a project that can be performed by multiple contractors. Manage the DEN‑provided consumable program, forecasting budget and burn rates for the fiscal year, placing weekly orders that align with passenger levels, and operating powered pallet lift and forklift equipment for movement of supplies within various storage locations across the facility. Drive pilot programs for customer‑facing initiatives, identifying the best product, maintaining adequate stock, restocking product/dispensers, tracking customer satisfaction, tracking inventory, and generating reports for permanent implementation. Required Minimum Qualifications Education: Bachelor’s Degree in Business Administration, Public Administration, Political Science, Management, or related field. Experience: Three (3) years of professional experience in contract negotiation, contract administration, or conducting research and analysis in an area such as budget, compliance issues, or accounting. Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post‑high school education. Additional appropriate education may be substituted for the minimum experience requirements. License/Certifications: Position requires a valid Driver’s License at the time of application, and licenses and certifications must be kept current.
