JOB SUMMARY :

Coordinates the safe and efficient operation of the service and driving safety components of OCO’s Transportation Services Program focusing on 5310 Mobility Management and compliance with New York State Department of Transportation (NYSDOT) and the Federal Transit Administration (FTA) regulations.  Carries out responsibilities according to DOT, DMV, and FTA regulations, as well as Agency/department/program policies, and procedures.    

  JOB DUTIES AND RESPONSIBILITIES :

General Duties:

• Provides full direct supervision to assigned Transit Operators and the mobility, scheduling, and dispatching staff.
• Collaborates effectively with Training /Compliance Manager to assist with oversight and supervision of Transit Operators not directly assigned.
• Collaborates as a member of the Transportation management team to ensure adequate driving staff for fleet operation, assess program needs, development, communication, and risk; carries out special projects as assigned.
• Ensures compliance at the department level with the FTA Drug and Alcohol Program including training, appropriate testing, and reporting.
• Provides coaching to ensure the job performance of staff and the quality of the work performed by the team meets standards, regulations, and expectations on service delivery.
• Provides ongoing support for scheduling and dispatch staff on passenger scheduling database for maximum efficiency with service.
• Provides a "status of fleet" report to scheduling/dispatch daily indicating vehicles out of service and driver readiness for type of reassigned vehicle.
• Acts as liaison between Transportation, IT Services and passenger/route tracking database vendor and ensures up-to-date resources for coordination of passenger/trips, services/routes and reporting.
• Co-facilitates regular total staff meetings and ensures effective agenda, training, and activities to maximize staff engagement and skill development.
• Develops new procedures and revises existing safety, compliance, and operational procedures with input from Director of Transportation to improve operational efficiencies.
• Assures proper data collection and documentation of program deliverables and direct services to ensure accurate billing and compliance.
• Assures compliance with requirements of contracts and assists with writing and updating contracts.
• Provides research and technical assistance for compliance with State and Federal Transportation Regulations and internal efficiency and effectiveness for both maintenance and operations.
• Ensures compliance with all agencies, government, regulations, and funding source reporting requirements; communicates and advocates with funders and regulators as necessary.
• Provides accurate data and assists with the preparation of funding applications, budgets, reports, needs assessments, compliance plans, and justifications.

Mobility Management:

• Assists with marketing Transportation services to the public and community partners in collaboration with the Oswego County Mobility Manager.
• Acts as liaison between NYSDOT, County, and the Regional Transportation Providers; works to enhance communication and advocate for necessary changes in conjunction with Oswego County Mobility Manager.
• Attends meetings, trainings and conferences as a representative of OCO.

Oversight of Agency Vehicle Component:

• Performs the administrative oversight and record keeping for all Agency vehicles including managing and tracking titles, registrations, and insurance coverage as new vehicles received and vehicles are retired including surrendering plates.
• Tracks renewals of insurance coverage, NYS registrations and inspections for Agency fleet on an ongoing basis and ensures timely compliance.
• Audits the Agency vehicle safety inspection program to ensure vehicle inspections are up to date and programs are conducting ongoing pre-trip and post-trip vehicle safety inspections checks and following through on concerns noted.
• Receives incident reports relating to Agency vehicle incidents/accidents/mishaps ; coordinates claims with insurance carrier. Oversees the completion of vehicle repairs and communicates with appropriate internal parties.
• Coordinates the Agency Vehicle Accident Review Team (VART) and Vehicle Incident Review Team (VIRT) for assessment of preventable accidents/incidents, training gaps and obtaining information for claims management; maintains related procedures.

JOB REQUIREMENTS :

• Must be able to handle difficult situations with diplomacy and be a good representative of the Agency/department.
• Must have a thorough knowledge of transportation systems, operations, and regulations.
• Must possess excellent organizational and problem-solving skills; must be able to recommend and adapt well to change.
• Must be able to direct the work of others, be creative in planning, and establish/maintain successful working relationships.
• Must have excellent verbal and written communication skills; must exhibit professionalism, good judgment, and flexibility.
• Must be an effective leader, able to work with others in a professional, non-judgmental manner, be a positive role model to clients/staff, and effectively supervise the work of others.
• Must be able to quickly analyze problems and make decisions in high-stress situations.
• Must provide 24-hour emergency back-up as required.
• Must maintain DMV Article 19A examiner certification; must maintain a CDL Class B License with P/S Endorsement.
• Must possess knowledge of and stay current with changes to DMV/DOT regs, and NYSDOT Sections 720/721.
• Must be able to be flexible with schedule to meet program needs and be able to respond to an emergency after hours.
• Must successfully meet the NYSDOT/FTA Drug and Alcohol testing, background checks, and training requirements/regulations ; must pass requirements of DOT 19A DOT physical.
• Must meet and maintain the requirements of the Agency Driving Safety Policy.
• Must be able to use personal vehicle as needed for routine local travel and travel to conferences as needed.

MINIMUM QUALIFICATIONS :

• Bachelor’s Degree in a related field and 1 – 3 years of closely related work and supervisory experience; or
• 5 years experience in a transportation system environment including supervisory and management experience and thorough knowledge of DOT regulations, inspections, and vehicles; or
• Any equivalent combination of education, experience, and training.
• Current valid Commercial Driver's License with Class B-P/S and Air Brake Endorsement preferred.
