Organization PARKS AND WILDLIFE DEPARTMENT General Description Under the direction of the agency\'s Procurement Director, this position performs advanced (senior-level) contract administration work in support of the agency divisions contract needs, including developing and managing research and cooperative contracts with state of Texas agencies, institutions of higher education, other states, federal agencies, and non-profits. The Contract Administration Manager provides leadership and direction to the Two-Party Contract team responsible for the administration of various services contracts. Responsibilities include supervising and mentoring the Two-Party Contract team while performing duties. Develops and implements procedures, training, and process improvements to promote consistency, efficiency, and accountability within the Two-Party Contract team. Serves as a liaison with internal/external customers to ensure contracts and amendments are consistent with program, legal, and fiscal requirements. The ideal candidate will be an effective communicator and critical thinker with demonstrated experience managing teams, administering complex contracts and driving excellence in a fast-paced environment. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Financial Resources Division, Agency, and Federal rules, regulations and procedures. Responsibilities Provide leadership and direction to the Two-Party Contract team in administering contracts and amendments. Develop and implement procedures, training, and process improvements for contract administration. Serve as liaison with internal/external customers to ensure contract compliance with program, legal, and fiscal requirements. Collaborate with agency divisions and external partners on complex contracts and procurement needs. Qualifications Education: Graduation from an accredited college or university with a Bachelor's degree and major course work in business or public administration, or related field. Experience: Four years of experience with contract development, contract administration, contract management, contract monitoring, contract evaluation, or financial auditing; two years of supervisory or managerial experience overseeing staff in procurement, contract management and related functions. NOTE: Experience may have occurred concurrently. Licensure: Must possess Certified Texas Contract Manager; must possess or obtain a valid state driver\'s license within 30 days of employment. Retention contingent upon obtaining and maintaining required certifications and licenses. Acceptable Substitutions: One additional year of the required experience may substitute for 30 hours of the required education, up to a maximum of 120 semester hours. Preferred Qualifications: Five+ years of state of Texas contract administration experience including management of complex and multi-million dollar procurements; experience training and supervising staff in public procurement; experience overseeing all phases of contracting; experience with Texas Procurement and Contract Management Guide and applicable statutes; knowledge of Texas Grant Management Standards and CFRs. Knowledge, Skills, and Abilities: Knowledge of public procurement laws and contracting; leadership and supervision; negotiation and effective communication; ability to write and edit contracts; risk management; policy interpretation; ability to manage multiple priorities and work under limited supervision. Working Conditions: 8:00 a.m. – 5:00 p.m., Monday – Friday; overtime as necessary; travel 5% with possible overnight stays; dress and safety compliance; non-smoking environment.
