Job Summary

The Payroll Specialist provides information and services to campuses in support of University Payroll functions. This position prepares and processes payroll in accordance with applicable policies, regulations, and Collective Bargaining Agreements (CBAs), conducts payroll audits and analyses, processes complex payroll transactions, and ensures accurate and timely implementation of payroll requirements.

Responsibilities / Job Description

Prepare and process payroll in accordance with policy, regulations, and applicable Collective Bargaining Agreements.

Establish and manage workflows to achieve payroll objectives and ensure timely processing.

Conduct detailed analysis and audits to confirm accurate and appropriate payroll processing.

Serve as a subject matter expert in the processing and management of payroll.

Process special and unique payroll transactions, including:

• Corrections to tax forms.
• Replacement of paychecks.
• Issuance of refund checks to New York State and New York City.
• Correction of duplicative payments.

Independently recalculate payments using applicable Collective Bargaining Agreements and regulations to ensure employees receive the correct payment, deduction, or tax treatment.

Prioritize and structure workload to timely transmit and audit relevant payroll data submitted from various entities throughout the University.

Apply payroll policies and administer applicable Collective Bargaining Agreement provisions when transmitting and auditing payroll data.

Partner with Human Resources Business Partners across the University to administer and support payroll policies and Collective Bargaining Agreement compliance.

Identify and implement improvements to customer service and client interactions with University Payroll.

Exercise sound judgment when managing dissatisfied employees and clients and determine appropriate courses of action to resolve complaints and concerns.

Review and implement Collective Bargaining Agreements and New York State and New York City Payroll Bulletins to ensure accurate payroll processing.

Collaborate with and assist managers with payroll audits to ensure Collective Bargaining Agreement deadlines are met across multiple payroll systems.

Conduct detailed analysis and audits to implement Collective Bargaining Agreements accurately and within required timelines.

Provide day-to-day administration of assigned payroll programs, functions, and activities.

Analyze and prepare requested payroll transactions in payroll systems.

Review contractual agreements, provisions, and Payroll Bulletins and communicate technical information to campuses.

Provide campus employees and supervisors with accurate, timely, and high-quality customer service.

Audit individual college payrolls for discrepancies and recommend appropriate corrective actions.

Perform other related duties as assigned.

Required Qualifications

Bachelor's degree required. Strong analytical, evaluative, technical, and research skills. Strong attention to detail and ability to maintain confidentiality. High degree of professionalism and personal integrity. Ability to work independently and collaboratively with diverse staff at all levels. Strong organizational skills with the ability to manage multiple assignments, conflicting priorities, and strict deadlines. Strong customer service and communication skills.

Preferred Qualifications

Working knowledge of federal, state, and city laws and regulations impacting payroll operations. Knowledge of job titles, classification systems, and coding structures used in NYC or NYS payroll systems. Experience creating and running queries in NYS OSC PSQuery systems (PeopleSoft) and/or NYC CHRMS query systems. Experience auditing payroll and creating reports using various information systems. Computer proficiency with web-based HRIS, payroll, financial, and administrative systems. Strong proficiency with Microsoft Office, particularly Excel and Access, Word, SharePoint, and Dropbox. Familiarity with virtual meeting and collaboration tools such as Microsoft Teams and Zoom.

Work Arrangement

Until further notice, this position is eligible for a hybrid work arrangement, including both remote work and on-site work in the office.

Miscellaneous Information

Monday to Friday - 9am to 5pm. Paid parking is available at nearby parking lots. Several subway lines are within a block of the location. The interviews will be conducted virtually. Training will be provided.
