Expand Housing Access. Make a Lasting Impact. Role Overview Are you a detail‑oriented professional with a passion for affordable housing and program compliance? INLIVIAN is seeking a PBV Specialist to play a critical role in managing and overseeing Project‑Based Voucher (PBV) and Community‑Based Rental Assistance programs. In this role, you’ll ensure program integrity, support applicants and partners, and help provide housing opportunities for families in need. Key Responsibilities Oversee and ensure compliance for PBV and CBRA programs. Conduct file audits, reporting, and corrective action plans. Determine applicant eligibility through income verification and background checks. Manage waiting lists, applications, and voucher issuance. Process Requests for Tenancy Approval (RFTA) and rent calculations. Provide guidance to property owners, partners, and applicants on HUD regulations. Maintain accurate data in systems such as EIV and PIC. Conduct audits of internal and external resident files and produce reports. Hold briefings and interviews with applicants; explain program and eligibility requirements. Assist applicants in completing forms and collecting required documents. Review applications and documentation for completeness and accuracy; log applications. Prepare and send written requests for income verification; calculate income and resources. Process criminal background checks and notify the compliance department of negative information. Notify applicants of eligibility determinations per HUD regulations. Purges the waiting list annually and verifies preferences for waiting list applicants. Enter waiting list application information into the system; update when applicants submit changes. Periodically review applicant files and update information on prospective tenants. Issue vouchers to all eligible applicants. Process Request for Tenancy Approval packages; provide extensions. Conduct and/or participate in trainings for partner agencies and property management staff. Monitor HUD’s PIC and EIV systems; distribute information to PBV sites and verify corrections. Respond to quality assurance reports and owner/agent inquiries regarding HUD regulations. Perform tenant rent calculation ensuring accuracy and consistency with local market rates. Handle documents of a sensitive nature and maintain confidentiality. What You Bring Strong analytical skills with a keen eye for compliance and accuracy. Excellent communication skills with the ability to explain complex processes clearly. Strong organizational skills and ability to meet deadlines. Minimum Qualifications Bachelor’s degree in Business, Public Administration, or related field (or equivalent experience). 1–3+ years of experience in housing, property management, or related field. Required certifications within 12 months of employment: Housing Choice Voucher Specialist, HCV Rent Calculation, Enterprise Income Verification System (EIV), Fair Housing, RAD PBV Housing Specialist, Low Income Housing Tax Credit Certification. Other Required Skills Thorough knowledge of HCV Project‑Based or Community‑Based Rental Assistance eligibility requirements. Good interpersonal, oral, and written communication skills. Ability to present information clearly and convincingly. General knowledge of personnel management and training. Ability to document accurately and completely. Ability to supervise the work of others and hold subordinates accountable. Ability to meet aggressive deadlines. Ability to establish and maintain effective working relationships. Ability to prepare clear narrative and statistical reports. Ability to operate appropriate Agency computer equipment and software packages. Position Details Supervision: PBV Specialist receives instructions from the Lead PBV Housing Specialist or PBV Manager. No supervisory duties for employees. Work Environment: Primarily sedentary office environment, occasional on‑site visits. Requires ability to sit/stand up to eight hours, use of office equipment, vision/hearing adequate, and a valid driver’s license (North Carolina or South Carolina). Full‑time; hourly pay $22.75.
