What You Will Do Manage the end-to-end proposal development process, including planning, scheduling, and resource allocation. Update proposal status, ensure timely inputs, analyze pricing, resolve issues, and create submit gates. Analyze Request for Proposals (RFPs) and other solicitation documents to develop and implement proposal plans and ensure compliance with client requirements. Develop program-enhancing partnerships with internal functional organizations (e.g., Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management, Estimating and Pricing, and administrative functions). Review and approve proposal content, ensuring consistent tone, accuracy, and alignment with customer needs and organizational goals. Support TINA compliance sweeps and develop compliant proposals. Maintain key metrics that act as critical process indicators for the programs and organization. Ensure on-time delivery of proposal efforts, provide turn‑around metrics to supported programs, identify improvement opportunities, and take necessary steps to meet quality, schedule, and cost requirements. Qualifications Typical requirements: Bachelor’s degree and 8+ years of relevant experience, OR advanced degree and minimum 6 years of experience. Ability to plan, organize, and manage the proposal development process from start to finish, ensuring timely and high‑quality submissions. Experience balancing prioritization, cost, and schedule constraints within a proposal effort. Experience in US or FMS and Proposal Leadership (e.g., TINA compliance, Offset/Industrial Participation, Government RFIs). Preference for experience in DCS proposal development and costing. Understanding of pricing strategies, ability to coordinate with finance to present competitive and realistic pricing in proposals. Knowledge of the proposal process, financial metrics, estimate of cost (EACs), and DFAR compliance. What We Offer Salary range: $107,500 – $204,500 USD (depending on experience and qualifications).
