Stinger Launcher Proposal Manager – Short Range Air Defense (SRAD) Position Type: Onsite – Tucson, AZ (US‑A-Z-TUCSON-M13). Responsibilities Manage the end‑to‑end proposal development process, including planning, scheduling, and resource allocation. Update proposal status, ensure timely inputs, analyze pricing, resolve issues, and create submit gates. Analyze Requests for Proposals (RFPs) and related solicitation documents to develop and implement proposal plans and ensure compliance with client requirements. Develop partnerships with internal functional organizations (Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management, Estimating and Pricing, and other support functions). Review and approve proposal content, ensuring consistency, accuracy, and alignment with customer needs and organizational goals. Support TINA compliance sweeps and develop compliant proposals. Maintain key metrics that serve as critical process indicators for the program and organization. Ensure on‑time delivery of proposal efforts; provide turn‑around metrics, identify improvement opportunities, and take necessary steps to meet quality, schedule, and cost requirements. Basic Qualifications Bachelor’s degree with 8 years of relevant experience, or an advanced degree with a minimum of 6 years of experience. Demonstrated ability to plan, organize, and manage the proposal development process from start to finish, ensuring timely and high‑quality submissions. Experience balancing prioritization, cost, and schedule constraints within a proposal effort. Experience in US or FMS proposal leadership, including TINA compliance, Offset/Industrial Participation, and Government Requests for Information (RFIs). Preferred Qualifications Experience in both DCS and proposal development. Experience developing and reviewing cost proposals. Prior experience supporting development of proposals for production programs, preferably in the aerospace and defense industry. Knowledge of pricing strategies and ability to coordinate with finance to present competitive and realistic pricing. Understanding of the proposal process, financial metrics, estimate of cost (EACs), and DFAR compliance. Benefits and Compensation Salary Range: $107,500 – $204,500 USD. Compensation is based on role, function, responsibilities, experience, education, and key skills.
