Chief Executive Officer (CEO)

Chief Executive OfficerThe Chief Executive Officer is responsible for the overall leadership, strategic direction, compliance, operations, and financial sustainability of Coos County Family Health Services. The CEO serves as the primary executive leader of the organization and is accountable to the Board of Directors for carrying out the mission, vision, values, policies, and strategic goals of CCFHS.The CEO provides leadership over all CCFHS programs and services, including medical practices, dental practices, the RESPONSE Program, behavioral health, community health, administrative services, and support departments.The CEO ensures that CCFHS operates in compliance with HRSA Health Center Program requirements, Section 330 grant requirements, FQHC standards, applicable federal and state laws, corporate bylaws, Board-approved policies, and generally accepted standards for nonprofit healthcare governance and operations.Essential Duties and ResponsibilitiesLeadership and Strategic DirectionProvides executive leadership, vision, and direction for CCFHS.Develops and recommends strategic plans, policies, and organizational priorities to the Board of Directors.Implements Board-approved plans, policies, budgets, and strategic initiatives.Promotes the mission, values, culture, and long-term sustainability of CCFHS.Ensures services are responsive to community needs and aligned with the organization's mission.Identifies opportunities for growth, service expansion, collaboration, and improved access to care.Board Relations and GovernanceServes as the primary liaison between CCFHS leadership and the Board of Directors.Supports the Board in fulfilling its governance responsibilities.Provides timely, accurate, and complete information to the Board to support informed decision-making.Works with the Board President to develop meaningful agendas for Board and Committee meetings.Ensures implementation of Board-approved policies and corporate bylaws.Supports Board education related to HRSA requirements, FQHC governance, compliance, quality, finance, and strategic planning.HRSA and FQHC ComplianceEnsures organizational compliance with HRSA Health Center Program requirements.Maintains readiness for HRSA Operational Site Visits and other regulatory reviews.Ensures compliance with Section 330 grant requirements and Notice of Award conditions.Oversees completion and submission of required HRSA reports, including UDS reporting.Ensures compliance with sliding fee discount program requirements, scope of project requirements, and other FQHC obligations.Supports FTCA deeming requirements and risk management activities.Works with leadership to ensure policies, procedures, documentation, and operations align with HRSA expectations.OperationsProvides executive oversight of CCFHS medical, dental, RESPONSE, behavioral health, community health, administrative, and support operations.Ensures effective management of all sites, programs, and service lines.Delegates operational responsibilities appropriately to senior leadership.Ensures clear accountability, communication, and coordination across departments.Monitors organizational performance and directs corrective action when needed.Designates appropriate leadership coverage during CEO absences.Financial OversightEnsures the development and implementation of sound financial plans, budgets, internal controls, and reporting systems.Works with the CFO and Board to maintain financial stability and long-term sustainability.Oversees grant funding, contracts, revenue cycle performance, and resource development.Ensures financial practices comply with federal grant requirements, nonprofit standards, and Board-approved policies.Identifies opportunities for increased resources, improved efficiency, and responsible growth.Personnel and Organizational CultureProvides executive oversight of personnel management in accordance with Board-approved policies and applicable law.Directly supervises designated executive and senior leadership positions.May delegate personnel responsibilities to appropriate leaders while maintaining overall accountability.Promotes a positive, respectful, transparent, accountable, and mission-driven workplace culture.Supports recruitment, retention, workforce development, succession planning, and leadership development.Ensures employment practices support compliance, fairness, equity, and operational effectiveness.Compliance, Risk Management, and Legal OversightEnsures compliance with applicable federal and state laws, regulations, licensing requirements, and contractual obligations.Supports the Corporate Compliance Officer and Compliance Program.Promotes a culture of ethical conduct, transparency, accountability, and non-retaliation.Ensures appropriate oversight of HIPAA, privacy, security, fraud, waste and abuse prevention, OSHA, emergency preparedness, and risk management activities.Ensures serious compliance, legal, financial, operational, or patient safety concerns are reported appropriately to the Board.Quality, Patient Safety, and Performance ImprovementProvides leadership and support for quality improvement, patient safety, and performance improvement activities.Ensures quality initiatives are aligned with organizational goals, HRSA requirements, and patient care standards.Supports clinical leadership in monitoring quality outcomes, patient satisfaction, access, and health equity.Ensures the Board receives appropriate quality and performance data for oversight.Community and External RelationsServes as a primary representative of CCFHS to the community, funders, partners, government agencies, and healthcare organizations.Builds and maintains effective relationships with community partners, hospitals, schools, government entities, advocacy groups, and other stakeholders.Represents CCFHS in matters related to public policy, community health, funding, partnerships, and access to care.Promotes a positive public image of CCFHS and its programs.Grants, Contracts, and Resource DevelopmentOversees the development, preparation, submission, and administration of grants, contracts, and required reports.Ensures grant-funded programs are managed in accordance with funding requirements.Works to secure resources that support the mission and sustainability of CCFHS.Supports fundraising and development activities in accordance with Board-approved policies.Other DutiesMaintains knowledge of healthcare trends, FQHC requirements, nonprofit governance, federal and state regulations, and healthcare policy.Attends required meetings, trainings, and community events.Ensures organizational assets and facilities are appropriately maintained.Performs other duties as assigned by the Board of Directors.Supervisory ResponsibilitiesThe Chief Executive Officer provides direct supervision to executive and senior leadership staff and indirect supervision to all Coos County Family Health Services employees.The CEO is responsible for establishing organizational priorities, ensuring leadership accountability, supporting professional development, evaluating supervisor of all leadership positions and works collaboratively with clinical leadership to ensure compliance with applicable clinical, quality, credentialing, patient safety, regulatory, and HRSA
