The Office of Rural Hospital Finance (RHF) is a team whose role is to provide financial and stakeholder assistance to rural hospitals. Under the direction of the Director of the Office of Rural Hospital Finance, the Rural Engagement Team Manager will supervise staff that manage projects and perform coordination for the Rural Hospital Officers Academy, its interagency advisory committee responsible for the development of the academy’s curriculum, the Rural Hospital Advisory Committee, and a unit that performs data analysis and data visualizations to provide specialized stakeholder assistance to rural hospitals and rural hospital systems. This position is responsible for planning, organizing, implementing, evaluating, and measuring the efficacy and timeliness of stakeholder assistance provided to rural hospitals. The role will act as a strategic thought partner to develop and implement specific programs and initiatives aligned with the needs of rural hospital stakeholders and organizational resources. The Rural Engagement Team Manager performs highly advanced, senior‑level work, assisting the director to develop and drive a strong, capable team focused on assisting rural hospitals as their needs evolve. The position supervises the work of others and operates under minimal supervision with extensive latitude for initiative and independent judgment. Key responsibilities include communicating information related to Medicaid reimbursement and other rural hospital finance topics to internal and external stakeholders, developing policies and processes to ensure staff consistently provide excellent customer service, verifying information, answering inquiries, addressing issues, and providing consultation to ensure accurate understanding of HHSC programs and payment program operations. The role involves organizing meetings and initiatives; managing staff that perform data analysis and project management; communicating with various internal and external stakeholders; and interfacing with multiple departments within HHSC as well as rural hospital administrators, higher‑education officials, and local government officials across the state. Essential Job Functions:
- 30%) EJF 1 – Supervise stakeholder assistance to rural hospitals, establish program goals, guidelines, and policies; oversee the Rural Hospital Officers Academy and its advisory committee; manage daily activities of specialized staff and lead a data unit that develops visualizations and analyses for internal and legislative reports.
- 40%) EJF 2 – Work on the Rural Hospital Officers Academy, Rural Hospital Advisory Committee, rural hospital stakeholder assistance, and the Data Unit; establish program goals, guidelines, and policies; conduct project assessment, planning, development, and implementation; coordinate planning and initiation of projects; identify improvements and mitigate risks; secure leadership direction; monitor progress and schedules; provide support, guidance, and resources to staff.
- 20%) EJF 3 – Assist the Director in developing an annual communication plan; oversee the Office’s web content; develop tools and methods for training and stakeholder assistance needs; determine contract actions; develop data collection and tracking systems; meet with rural hospital officials and stakeholders; participate in site visits, regional meetings, and webinars.
- 10%) EJF 4 – Review strategies and goals; edit content for legislative reports and presentations; plan and oversee project workgroups; monitor project progress; prepare executive memoranda and high‑quality written reports; review and approve documents submitted by RHF staff to ensure professional quality; perform legislative bill analysis and support fiscal note drafting and review.
