Manager of Family Child Care Support, DECE - 26531 Division of Early Childhood Education Borough: Manhattan Level: C Posting End Date: 06/24/2026 Description The Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for New York City children in elementary schools, Pre‑K Centers, and New York City Public Schools (NYCPS) contracted settings including Community Based Organizations (CBOs) and Family Child Care (FCC) programs. DECE provides families with access to high quality, inclusive early childhood programs for children birth to five in diverse settings, supporting children’s growth and development. By working in partnerships with families and programs, DECE ensures that children are engaged, nurtured, and supported. New York City is committed to creating a strong continuum of early care and education from birth through five years old. Family Child Care Networks (FCCNs) are an integral part of the EarlyLearn contracted care system. On average, there are anywhere from 1,400 to 1,700 providers in the system, connected to one of 30 FCCNs. Most children enrolled in FCCNs receive care in group family day care settings DOHMH home based licensed care for 7-16 children. There are currently over 7,500 children in FCCNs, with infants and toddlers comprising many children in this form of care. The Manager will oversee a set of FCCNs through the transition to the NYCPS to ensure developmentally appropriate curricula, coaching support, and professional learning for Family Child Care providers, in close partnership with Family Child Care Network leadership and staff. The Manager will lead engagement with key internal and external stakeholders. Additionally, the Manager will create DECE’s strategy to strengthen quality practices in FCC homes and scale support for FCCNs and providers citywide. Performs related work. Reports to: Director, Family Child Care Support Direct Reports: Consultants and FCCN staff, as needed. Key Relationships: FCCN leadership and staff, DECE Leadership Team members, DECE Field Offices, other central NYCPS offices, Community Based Organizations (CBOs), and Administration for Children’s Services staff. Responsibilities Policy Development Builds DECE’s system wide strategy for integration and support of Family Child Care Networks, and develops policies regarding FCCNs and providers, in collaboration with the Director of Family Child Care Support. Provides policy level expertise, based on identified needs of FCCNs and providers, for appropriate support for curriculum, coaching, and professional learning for children in birth to 5 settings. Manages the development of accountability protocols that will be standardized across FCCNs for coaching support and professional learning models. Researches and presents best practices, with an understanding of the regulatory framework for Family Child Care services in NYC. Directs ongoing engagement efforts with FCCNs, providers, policy experts, advocates, and researchers related to Family Child Care support, in collaboration with the Director of Family Child Care Support. Develops new policies related to Family Child Care Networks and contracted providers for inclusion in policy handbooks. Program Management, Implementation and Strategy managing requests from FCCN based staff; tracking of communications and professional learning needs; identifying replacement resources, as needed; facilitating appropriate resources for FCCN staff and families; addressing potential issues and recommending solutions; and overseeing operational logistics and program training, as needed. Partners with existing FCCN staff to support contracted providers with the curriculum planning, including one on one goal setting, onsite observation and modeling, family engagement strategies, cohort based professional learning, and referrals to early intervention services and other community resources. Engages in regular professional learning and coaching opportunities with internal and external partners. Advises the development and implementation of RFPs for Family Child Care Networks in upcoming contracting cycles. Works with multiple DECE teams to ensure all program components, including developmentally appropriate standards based instruction, health and social services, continuity, community/family involvement, and professional development are implemented according to contract. Prepares presentations for key internal and external constituents regarding transition efforts. Organizes feedback sessions and focus groups with key stakeholders and synthesizes feedback to inform strategy, decision making, and ongoing improvements to the program. Works with external vendors and internal offices to identify program needs, design project plans, and develop communication and coordination processes. Monitors user and FCCN satisfaction to make decisions about program and development strategy. Communication and Collaboration Implements communication strategy for interactions with DECE teams, FCCN leadership and staff, and families to share resources and answer field related inquiries linked to the contracted care and evaluation system. Manages and creates systems and processes to support seamless interaction and file management between internal stakeholders and external partners, including DECE teams, field offices, and the FCCN program. Works closely with other DECE teams and FCCN leadership to build on best practices to support system wide implementation of curriculum, coaching supports, and professional learning for FCCNs; creates and oversees implementation plans. Oversees the support of existing FCCNs and contracted providers during the transition of the FCCN program to the NYCPS. Collaborates with internal and external stakeholders on the development of materials that align with DECE’s vision for birth to 5 programming. Reviews communications for consistency across DECE and the FCCNs. Serves as a primary point of contact to external and internal stakeholders and vendors by handling and crafting correspondence. Works independently to develop and maintain clear, consistent and professional relationships with FCCN staff and leadership. Qualification Requirements Minimum A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full‑time progressively responsible professional experience in education administration, in such areas as portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or A baccalaureate degree from an accredited college or university and four years of satisfactory, full‑time progressively responsible professional experience, in one or more of the areas as described above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or A four‑year high school diploma or its educational equivalent and six years of satisfactory, full‑time professional experience, in one or more of the areas as described above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above. Preferred Strong understanding of early childhood development and practice, ideally in a family childcare setting. Ability to build and cultivate personal relationships and work effectively and in a culturally sensitive manner with diverse groups, including DECE team members, FCCN staff, providers, and community partners. Growth mindset and ability to identify and build on the strengths of others. Detail oriented multitasker who can prioritize and remain professional in demanding situations. Ability to learn quickly and succeed in a rapidly changing environment. Team player capable of problem solving and resolving organizational roadblocks. Talent for listening, asking effective questions, reflecting, and synthesizing information. Knowledge of word processing software, spreadsheets, and databases. Background in sustainable business operations, ideally in a family childcare setting. Ability to speak language(s) in addition to English. Ability to develop, plan, and implement short and long range goals, establish priorities, organize resources, interpret needs, identify and address risks, and develop integrated, creative solutions. Strong analytical skills to understand, analyze, and address complex problems. Strong project management skills with the ability to anticipate risks and identify solutions. Ability to communicate effectively, both spoken and written, with diverse audiences.
