WHAT YOU'LL BE DOING DAY TO DAY

As a Management and Program Analyst, you will:

• Apply a comprehensive knowledge of management and organizational techniques, systems and procedures to perform a wide variety of analytical studies and projects.
• Provide advice and assistance to senior leadership and program officials on the application of management policies and procedures.
• Develop, coordinate, and implement performance measures to evaluate program productivity for a major organizational segment of an agency, such as a region office, center, or major field installation.
• Work with management in areas such as implementing reorganizations, improving employee performance and morale, realigning duties and responsibilities, and devising new methods for conducting evaluations.
• Provide operating officials with information for making decisions on the administrative and programmatic aspects of program operations and management.
• Recommend the addition, expansion, or modification of management services or to respond to new legislative or program initiatives, changes in policy or funding availability.
• Analyze and evaluate the management practices and methods, and administrative operations of assigned areas.
• Define goals to be met on major program issues, recommend a course of action, and implement the course of action chosen for various administrative areas of the organization.

WHAT WE ARE LOOKING FOR

GS-12 Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following:

• Conducting management and program analysis studies by collecting and analyzing qualitative and quantitative data to assess program effectiveness and identify operational inefficiencies.
• Recommending improvements to workflows, procedures, and administrative processes in alignment with organizational goals and regulatory requirements.
• Evaluating organizational structures, management practices, and program operations by applying established analytical methods and adapted techniques.
• Providing guidance to program staff to support implementation of changes.

GS-13 Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following:

• Leading cross-functional coordination efforts for program planning and evaluation activities by gathering input from multiple stakeholders, reconciling conflicting data, and developing comprehensive status reports and briefing materials.
• Assessing program effectiveness, addressing emerging issues, and implementing changes to improve service delivery and mission performance.
• Designing and applying analytical approaches for evaluating administrative and program operations to complex and evolving issues.
• Identifying gaps in performance, assessing risks, and recommending improvements to management practices, workflows, and use of technology to enhance program outcomes.
