Provides oversight of CYFD's Organizational Development and Recruitment programs by ensuring consistent application of standardized processes, timely execution of recruitment actions, and compliance with agency policies and federal requirements. Oversees staff performance, workload distribution, and training across both functional areas. Ensures organizational charts, PACAP/department codes, and SHARE data remain accurate and up to date. Maintains alignment with HR Managers, division leadership, ASD, EPMO, and PSD to support agency-wide staffing and strategic workforce goals. Serves as the primary liaison between HR and all CYFD divisions, ensuring proactive communication, timely support, and effective coordination of HR activities. Supervisory responsibilities include assigning work, coaching staff, conducting performance reviews, supporting professional development, managing schedules and leave, and ensuring quality control across recruitment and organizational development functions. How does it get done? Directs daily work of Organizational Development and Recruitment staff. Provides mentoring, coaching, performance evaluation, and corrective action as needed. Manages schedules, leave, and flexible arrangements to ensure consistent service delivery. Cross-trains staff to maintain continuity during vacancies or leave. Conducts weekly team meetings; communicates expectations and updates. Ensures supervisory actions align with HR Managers and the Bureau Chief. Develops and implements standardized recruitment and organizational development processes. Trains staff and HR Generalists to ensure consistent application and coverage. Coordinates agency-wide recruitment and retention initiatives with the Bureau Chief and HR Managers. Ensures workflow quality, accuracy, and compliance. Leads reorganization projects and partners with division leadership on structures and classification recommendations. Maintains accurate organizational charts and SHARE updates. Tracks reporting data (MCOP, stipend students, STRM positions, reclasses). Supports Workforce Strikeforce meetings and teacher hiring processes. Processes recruitment waivers for interns, stipend students, and specialty classifications. Oversees SHARE Talent Administrator functions, including certified lists and applicant certification. Ensures accurate entry of hires, transfers, and recruitment waivers. Reviews and prepares Compensation Action Request Forms (CARFs). Coordinates offers and start dates with hiring managers. Monitors job orders through completion; ensures high quality communication with hiring managers. Supports rapid hires, interviews, applicant certification, and hire processing. Other duties and deliverables as assigned. Ideal Candidate Will be knowledgeable in the following areas: SHARE Human Capital Management System (HCM); State Personnel Board Rules, and federal and state laws. Must be able to demonstrate and deliver the following: Ability to multi-task; Display a high attention to detail; Prioritize while maintaining a high lever of accuracy and confidentiality; Deliver a high level of customer service. Bachelor's Degree in any related field and four (4) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. Employment Requirements Must possess a current and valid Driver's License. Pre-employment background investigation is required and conditional pending results. Working Conditions Work is performed in a standard office environment with regular exposure to visual/video display terminals and extensive use of computers and telecommunication devices. The position requires the ability to lift, load, and unload items up to 25 pounds. Attendance at job fairs and hiring events is required as needed.
