Find out more at Position Housing Outreach Specialist Job Class / Grade Specialist 1 / Grade 8 Wage Starting at $48,600 per year based on experience Location Locations: Multiple locations in the Portland area, including IRCO PIAFC, 8040 NE Sandy Blvd., Portland OR 97213, and IRCO Africa House, 709 NE 102nd Ave., Portland, OR 97220. FTE / Status 1.0 FTE; Full-Time with Benefits; Regular Number of Positions 2 Apply At Program / Sector Program(s): Multnomah County Homeless Services Dept Adult System of Care Sector / Division: Housing & Supportive Services / Assets & Opportunity Building Requirements Education & Experience Minimum Job Specific Qualifications: Ability to work with people from all backgrounds without exception. Experience working with refugee and immigrant communities, hard-to-reach populations and low-income families is a must. Strong communication and ability to deal effectively with others. Minimum 2 years of work experience. Preferred Qualifications Strong intercultural, interpersonal, and organizational communication skills Effective verbal, written, and phone communication Experience working in multilingual, mult background teams Essential Functions Travel to locations throughout Multnomah County (including Gresham) using ArcGIS to engage houseless individuals, establish trust, and provide services as needed. Identify individuals living unsheltered within a defined geographic area; establish contact and maintain credibility through consistent visits. Evaluate physical and mental health status, identify immediate needs and safety concerns, and determine barriers to housing and services. Develop actionable plans to address main housing barriers; refer to housing, shelters, food programs, healthcare, transportation, and coordinate with mental health and substance use services. Provide housing-focused case management, assist with identification/documentation, support housing applications, and advocate with landlords and housing programs. Collaborate with partners to meet client needs and remove barriers to housing placement. Perform outreach in alignment with the Multnomah County Outreach Services Manual, incorporating harm reduction, best practices, and data collection standards. Adhere to HMIS data entry standards and document engagements timely. Complete all required training expectations for HSD-contracted street outreach. Secondary Functions Collaborate with partner organizations and stakeholders, and with those experiencing homelessness. Foster safety and inclusion for people of color, women, people with disabilities and LGBTQIA2S+ communities. Maintain confidentiality and work with flexible hours to meet client needs. Physical, Mental & Environmental Requirements Hybrid setting Moderate physical effort; driving is a major responsibility; occasional lifting of items Regular assessment of risks, analysis of options, and decisions without complete information Occasional uncomfortable conditions; exposure to noise, temperature variations, and interactions with challenging individuals Schedule may fluctuate based on organization needs Supervisory Responsibilities Positions are not responsible for supervisory functions but may orient and/or train new employees or volunteers.
