Program Analyst – United States Space Command (USSPACECOM) Series/Grade: NH-0343-03 (GS 12/13 Equivalency) Location: Colorado Springs, CO Value of Position: $75,706 - $117,034 (without locality) Position: Program Analyst within the Orbital Warfare Branch of USSPACECOM J84. Description of Position A program analyst in J84 integrates technical and programmatic information from USSPACECOM program areas and missions to develop and advocate for the commander's priorities through the Planning, Programming, Budget and Execution (PPBE) process. This role involves determining necessary policies, regulations, directives, programs, doctrine, and procedures to support system allocation, modernization, force management, and analysis for future concepts, mission capability needs, weapon systems development, emerging technologies, and command and control architecture across mission areas. Responsibilities Plans, organizes, and directs activities for the Orbital Warfare Division. Applies space operations experience to analyze, develop, and evaluate issues, providing recommendations to resolve substantive problems concerning effectiveness and efficiency of work operations in major command programs. Documents planning and programming recommendations in appropriate formats to meet USSPACECOM requirements. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions to secure cooperation, resolve controversial matters, and convey information about proposed changes in assignments. Routinely represents and maintains USSPACECOM relationships with the Joint Staff, Office of the Secretary of Defense, interagency, coalition, and academic/industry colleagues. Prepares and delivers oral presentations for education, advocacy, and strategy sessions with senior leaders and other members of the space superiority ecosystem. Desired Skills & Expertise Knowledge of qualitative and quantitative methods for assessing and improving military command level plans and programs for major operations such as Orbital Warfare, Space Domain Awareness, and Command & Control, and related war, mobilization, deployment, PPBE, exercise, training systems, foreign military sales, acquisition, special operations, or similar operations. Knowledge of military program goals and objectives; sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of the application of military space operations expertise as applied to programs and weapon systems. Skill in designing and conducting studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations involving substantial resources and extensive changes to established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. Moderate to expert understanding of orbital mechanics, the EW spectrum, space launch, cyber, long-range kill chains, and missile defense. Previous experience at a Combatant Command and/or Service/the Joint Staff/OSD-level staff highly desired. Conditions of Employment Must be able to obtain and maintain a TS/SCI Security Clearance. Position requires drug testing. Occasional travel away from the regular duty location may be required. May require irregular duty hours including evenings, weekends, and/or holidays.
