2026-2027 SY Executive Director of Human Resources

General Function:

The Executive Director of Human Resources serves as a strategic leader responsible for planning directing and overseeing all human resources functions for the school district. This position provides leadership in talent acquisition employee relations labor relations performance management compensation and benefits administration compliance professional development and organizational effectiveness. The Executive Director ensures that human resource practices support the districts mission strategic goals and commitment to student achievement.

Education/Training/Experience:

Minimum: Bachelors degree in Human Resources Public Administration Business Administration or a related field and a minimum of seven (7) years of progressively responsible human resources leadership experience. Experience supervising professional and administrative staff.

Preferred: Experience in a K-12 public school district SHRM-SCP SPHR or equivalent certification experience with collective bargaining and labor relations and bilingual (English-Spanish).

Knowledge/Skills and Abilities:

Proven leader and change agent. Knowledge of and the capacity/interest to develop expertise in human resources and human capital managementrelated functions. Ability to warehouse and use critical data to inform and direct decisions. Ability to respond to complex inquiries from customers unions regulatory agencies or members of the community. Ability to establish and maintain highly effective working relationships with staff and the school community. Knowledge of applicable city state and federal laws and regulations. Advanced written and communication skills. Advanced interpersonal and presentation skills. Ability to read analyze and interpret legal documents. Ability to guide personnel and department work with holistic awareness of district mission strategies customer needs and school policies.

Essential Job Functions:

Performs all functions in accordance with established policies procedures safety and environmental regulations facility and computer security policies and procedures. Functions are subject to change from time to time to meet the needs of the organization. Current essential responsibilities include but are not limited to the following:

1. Develops implements maintains and evaluates human resources programs that effectively meet theneeds of the District including use of technology to enhance and streamline functions.
2. Serves as a consultant and advisor to top management and all levels of supervision.
3. Serves as a member of the Superintendents Cabinet.
4. Talent acquisition and retention.
5. Oversee all aspects of recruitment ensuring compliance and consistency as well as creativity in sourcing candidates to recruit talented staff.
6. Expand tools to both increase and qualify the talent pool to match district needs.
7. Once staff is hired work to onboard and provide continuing support including enhancedmentoring to new hires and ongoing career development support.
8. Create and implement retention programs to retain the best staff and expand intervention strategies for under-performing staff.
9. Ensure appropriate placement of staff for equitable distribution/diversity in schools.
10. Working in conjunction with respective management ensure job description compliance withFLSA ADA and other related regulations.
11. Ensure that the district meets all PED licensure requirements.
12. Develop more standardized interview questions/processes for hiring staff as part ofimproved identification of quality talent.
13. Talent Management
14. Work with the academic office to analyze teacher effectiveness and work with principals tosupport education improvement strategies.
15. Understand and utilize student achievement data to support improved employee effectiveness.
16. Work with Assistant Superintendent of Curriculum and PD to identify skill/knowledge/performance opportunities to provide professional development aligned with educationimprovement strategies.
17. Assist in the development of consistent instructional practices across the district.
18. Develop career ladders for teachers with the goal of developing district leaders.
19. Support problem resolution at all levels within the district on all human resource-related matters.
20. Conduct and/or supervise investigations when allegations are made and participate in awide range of employee hearings.
21. Human Resource Operations
22. Review modify and enhance human resources functional areas to ensure comprehensiveeffective and efficient services to all customers.
23. Oversee personnel investigation and disciplinary process.
24. Ensure compliance with all city state and federal-related laws and regulations.
25. Based on comprehensive knowledge of the Collective Bargaining Agreements (CBAs) adviseon related issues. Serve on the District negotiating team for both unions.
26. Advise and serve as a consultant on compensation issues.
27. Assist in budget development administration and long-range financial planning for theDistrict.
28. Serve as Chief EEO Officer of the District.
29. Ensure compliance of all practices with EEO requirements.
30. Investigate or manage the investigations of all complaints relevant to childabuse sexual harassment EEO or other relevant issues.
31. Special projects as required.
32. Other related duties as assigned.

Salary Range and Benefits:

$00 Medical dental and vision benefits are available to full and part-time employees who work a minimum of 20 hours per week.

Physical/Cognitive Requirements:

Must have the ability to sit at a computer or in meetings for extended periods. Requires advanced interpersonal skills to deal with frequent interactions within and outside the district. Requires manual dexterity to operate computers and other office equipment. Requires light physical exertion including some walking bending and reaching. The environment is often hectic and fast-moving requiring the ability to manage multiple projects and staff supports.

Regularly required to stand and move throughout a room and/or facility. Communicates verbally and electronically. Uses hands to handle or feel objects tools or controls and reach with hands and arms. Frequently required to stoop kneel crouch and/or crawl. Occasionally required to sit climb balance and drive. May have occasion to perform heavy lifting up to 40 pounds. Specific vision abilities required include close vision distance vision color vision and the ability to adjust focus. Must possess and maintain a valid drivers license and private automobile. Some evening or weekend work and travel may be required.

Environmental Conditions:

Most work is performed indoors with some driving involved traveling from site to site. An office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting standing bending and reaching may be required. Some occasional travel is required for meetings and conferences.
