Transportation Planning Manager

Overview The City of Wilmington is seeking a passionate and innovative Transportation Planning Manager to lead transportation planning efforts, shape safety strategies, and support long-range vision to improve the transportation network and achieve Vision Zero commitments. The role involves developing transportation and mobility plans for the city and specific corridors, coordinating with partners such as the Wilmington Metropolitan Planning Organization and WAVE Transit, and delivering a variety of transportation projects with a focus on safety, accessibility, and connectivity. Responsibilities Identify and prioritize local transportation planning and project needs. Advance Vision Zero goals by developing and implementing safer streets and equitable, multi-modal transportation options for all users. Collaborate with City departments on key initiatives, provide public education, technical assistance, recommendations, interpretation, and coordinate committee agendas. Develop policy through research and trend identification; analyze data; research local, state, and federal regulations; coordinate with City Council, commissions, boards, and track legal changes. Manage projects by developing proposal specifications, scopes of service and amendments; evaluate proposals; recommend contracts; monitor progress, quality control, public engagement, budget, and schedule. Work with the Community Engagement team to organize and facilitate public meetings and outreach, and publish information through the City Vision Zero website and other platforms. Coordinate planning with the Planning and Development Department to ensure transportation needs are identified in comprehensive plans, corridor plans, and neighborhood plans. Coordinate planning efforts with FHWA, NCDOT, WMPO, and WAVE Transit. Provide project development support through design review, funding opportunities, and coordination of discretionary grant applications. Perform other related duties as assigned. Qualifications Bachelor’s degree in transportation planning, urban & regional planning, transportation engineering, public administration, or related field; minimum of three years of transportation planning or relevant experience, or equivalent combination of education and experience. Additional Requirements Valid Class C driver’s license. Ability to work nights and weekends including public engagement events and City Council meetings. Preferred: Experience with Vision Zero, bike/ped design, grants, and/or certifications (P.E., AICP, PMP, PTP). Knowledge, Skills and Abilities Knowledge of short and long-range planning processes. Strong communication, coordination, and project delivery skills. Passion for multimodal mobility, transportation safety, and community-focused design. Ability to coordinate and direct team and individual projects. Experience presenting technical information to boards, committees, and the public. Experience developing and implementing public outreach strategies for planning and education activities. Strong critical thinking and problem-solving skills.
