Position Summary Position Summary: New York City Public Schools (NYCPS) is committed to the meaningful participation of diverse suppliers by creating business opportunities for Minority/Women-owned Business Enterprises (M/WBEs) to provide goods and services to our diverse student population that will make a difference in the life of a child. The Business Development Manager is responsible for supporting and effectuating the Senior Executive Director of Business Development strategic plans to lead and develop the marketing, outreach, recruitment, business development, retention, and inclusion of M/WBE businesses to partner with the NYCPS. DEIB Business Development Manager will be responsible for a portfolio of work connected to the City of New York and NYCPS goals to promote M/WBE. This position will support the various priorities within the Business Development office including M/WBE Small Business Mentoring Programs, partnerships with City of New York agencies and financial institutions to develop programs to support M/WBE businesses and build their capacity, M/WBE compliance, contracts/contractors especially ensuring compliance with the NYCPS’s contracts and procurement policies, and all Office of Business Development internal and external events. Reports to: Director of Business Development, DEIB Direct Reports: N/A Key Relationships: DEIB Office of Supplier Diversity and other offices within DEIB, Division of Contracts and Procurement, M/WBE Opportunity Advisory Council and M/WBE Businesses Responsibilities Business Development Identify potential partnership opportunities; research and analyze potential partners that align with NYCPS goals and objectives. Build and maintain relationships; establish strong relationships with potential partners and maintain ongoing communication with existing partners to foster collaboration and growth within M/WBE. Collaborate with cross-functional teams; work closely with various teams within the organization, such as marketing, sales, and product development, to ensure successful implementation and execution of partnerships. Track and analyze performance; monitor the performance and effectiveness of partnerships, gathering data and insights to assess the impact on business growth and adjusting strategies as needed. Monitor diversity initiative data to increase M/WBE participation. Monitor and support contractors’ compliance with M/WBE and EEO Contract Compliance requirements. Reporting and presenting; provide regular updates and reports to senior management on partnership progress, achievements, and challenges. Assist with the overall development of the Business Development marketing and engagement strategy. Echo NYCPS’s M/WBE marketing, communications and branding plan within individual management catchment. Develop strategic marketing and communications plan to ensure marketing materials and content target M/WBE prospects by industry and capabilities. Co‑facilitate M/WBE Certification webinars. Seek ways to optimize and enhance partnership strategies to drive business growth and maximize value for all stakeholders involved. Schools/District Management Monitor School and District M/WBE spending. Report overall totals to superintendents quarterly and review M/WBE Spending Strategic Improvement plans. Develop initiatives to connect M/WBEs to NYCPS buyers. Increase M/WBE Business Opportunities by enhancing program impact by increasing the number of certified M/WBEs participating in and winning business opportunities, while increasing the overall percentage of NYCPS’s eligible contracts and discretionary spending that is awarded to M/WBEs. Implement standardized program operating procedures and parameters to ensure that participating M/WBE firms are afforded opportunities within the NYCPS. Support Schools and Districts with understanding the procurement process and leveraging citywide M/WBE vendors. Support School and District vendor outreach and connectivity. Qualification Requirements Minimum A baccalaureate degree from an accredited college and four (4) years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above. Preferred Prior success and experience working with M/WBE businesses, program development, and implementation. Cross‑functional experience within the NYCPS. End‑to‑end program management experience. Excellent project management and organization/planning skills. Excellent written and spoken communication skills. Ability to analyze data, create reports, synthesize, and package information with strong design acumen. Experience building relationships with peers and colleagues and small business owners. Tech‑savvy; very comfortable learning and using new technologies. Client‑focused, proactive with a strong mindset for continuous improvement. Experience with Team Coaching or Leadership Coaching. Strong analytical skills. Ability to respond to customer inquiries and multitask. Knowledge of Microsoft Office 365 platform. Proficiency in Microsoft Office software applications, e.g., PowerPoint, Word, Excel, Teams, and SharePoint. Knowledge of NYCPS systems is a plus. Proficiency in virtual/web‑based software applications, e.g. Zoom, Teams, etc. Strong leadership skills; entrepreneurial approach to work. Strong presentation and training skills. Team player with the ability to collaborate and work cross‑functionally with various stakeholders and varied levels of employees/executives. Strong knowledge of process improvement and change management practices. Critical thinking and problem‑solving skills. Proactive initiative and communication style. Creative problem‑solver, with the ability to evaluate, prioritize, elevate, and solve problems in high‑pressure situations. Ability to manage multiple competing priorities and maintain flexibility. High degree of personal accountability. Excellent relationship‑building and consultative skills. Ability to work independently and meet deadlines in a fast‑paced environment. Salary $120,000 - $135,000 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
