Job Title Program Manager DOL Status Full-Time FLSA Status Exempt Job Summary The Program Manager is the senior staff member responsible for managing all staff within their regional area at Developmental Disabilities Ministries, Inc. (DDM). This role ensures the implementation of all DDM, DCH, and DBHDD policies and procedures and ensures DDM provides high-quality, person-centered services. The Program Manager is responsible for upholding and promoting DDM’s ministry, mission, and values, fostering growth to assist families seeking Christian homes. They are accountable for overall program quality and compliance for DDM services, including CRA, CLS, and other services, ensuring successful program outcomes and financial performance within their region. Job Responsibilities 1. Program Management Ensure efficient and safe daily operations of the program, meeting the basic needs of residents. Implement person-centered practices to benefit core team members. Ensure compliance with all governing rules, regulations, and policies. Ensure weekly and daily compliance checks are completed and issues are resolved. Ensure program goals and objectives are met, including strategic plan goals and critical data targets. Maintain relationships with key stakeholders. Configure and utilize Therap for the residential program, including report creation and form modifications. Conduct quarterly COMP manual revisions to ensure compliance. Draft and recommend changes to current policies for approval of Operations/CEO. Provide training to staff, host homes, and contractors in the regional area on DBHDD requirements, DDM policies, procedures, and workflow related to program operations. Ensure all CARF program standards are implemented and monitored. Submit Critical Incident Reports based on DDM and DBHDD policies. 2. New Business Development and Program Design Coordinate new business initiatives such as HFR, original licensing, ASO, and local permitting. Participate in the design and development of new programs. 3. Staff Supervision Hire, train, and supervise Host Home and Group Home Programs staff as the programs expand. Ensure all staff are properly trained and in compliance with training standards. Ensure training tracking system is used by all staff in the region and provide training and oversight as needed. Ensure the region is appropriately staffed and manage hiring managers for all staff in the region. Conduct performance reviews, progressive discipline, and manage staffing; work directly with HR and RSCs to address staffing issues. Audit shift notes for all homes in the region to ensure quality and billable services. Utilize and manage direct reports’ HR information in Paycom. Develop and manage the regional program budgets. Manage P&L and expenses to achieve regional financial goals. Ensure RSCs manage hours worked to match scheduled hours. Monitor overtime and take appropriate actions to mitigate OT expenses. 5. Host Home Recruitment Recruit a minimum of 8 host homes providers per year. Grow Host Home and Group Home Programs to serve individuals seeking family and Christian environments. Complete documentation related to host home recruitment and submission to DBHDD in a timely and accurate manner. Ensure compliance with recruitment standards and manage the recruitment process. Oversee intake procedures, matching, and documentation. Develop and implement marketing plans to attract new referrals and host homes. Conduct marketing events and maintain relationships with referral sources. Manage outreach and recruitment of new host homes through various channels. Screen and train prospective host homes and provide ongoing support. Coordinate planning, development, operations, and evaluation of the Host Home and Group Home Programs in line with DDM’s mission, strategic objectives, and program philosophy. Interpret and enforce policies, rules, and regulations of the State of Georgia and the agency. Ensure proper training and competency levels of all staff in the region. 6. DDP/Case Management Responsibilities Ensure proper implementation of Individual Service Plans (ISP) and supervision of service delivery. Conduct functional assessments and oversee high-intensity services. Monitor and correct IDD CONNECTS for Support Coordination Visit issues and ensure compliance with waiver standards. Provide training and support to correct deficiencies and improve performance. Serve as DDP or manage designee for all services in the region. 7. Additional Responsibilities Attend regional provider meetings and report back to the state level. Travel as needed to ensure compliance and support local homes and staff. Mentor and supervise local supervisors and staff. Facilitate staff meetings and training sessions. Collaborate with operations, administration, and other regional program managers. Ensure the program operates within budget and meets quality standards. Participate in outreach, fundraising, and community events as required. Skills Required Passion for the ministry of DDM to serve people with disabilities. Ability to train, obtain approval of host homes providers through DBHDD, and supervise Host Home providers and Host Home and Group Home Programs staff. Effective communication skills with the public, government agencies, parents, residents, and staff. Attention to detail, especially in reporting to government agencies and developing/following policies and procedures. General knowledge of budgeting, money management, housekeeping, meal planning, nutrition, and hygiene. Desire to collaborate as a team player within the agency. Ability to handle stress and remain calm in problem situations and emergencies. Proficiency in developing and completing electronic documentation, preferably with experience using Therap. Minimum Qualifications Bachelor’s Degree in Human Services, Special Education, or equivalent experience (defined as five years of paid experience in providing quality assurance and/or direction, development and implementation, direct supervision, and monitoring of staff). At least 21 years of age. Hold a valid Georgia driver’s license (with no more than 2 driving violations in the past 3 years) prior to employment. Receive satisfactory Motor Vehicle Report, Criminal Record Check, Physician’s Statement, and TB test. CPR/First Aid Certification - Adult. Proficiency in Office 365 and electronic document storage. Ability to demonstrate principles of meal planning and preparation, personal hygiene, proper manners, personal conduct, and good grooming. Excellent communication skills, both oral and written. Supervisory experience. Flexibility and teamwork skills. Experience or training in the fields of Developmental Disabilities, Mental Health, Special Education, or Social Services. Must be a US Citizen or have a valid green card. Physical and Sensory Requirements Ability to read, write, speak English, and problem-solve. Physical capabilities including handling, lifting up to 25 pounds, and driving. CPR/First Aid certification and ability to assist residents with medications as needed.
