Primary Purpose
Performs responsible radio and communications work by operating base radio dispatching and advanced telephone equipment to receive and transmit emergency calls for the County law enforcement and emergency services programs.
Essential Functions
Operates emergency communication systems to receive, transmit and record messages for emergency medical services, County law enforcement, municipal police departments, volunteer and municipal fire departments, highway patrol, Department of Transportation, rescue squads, ambulance services, air ambulance services, public utilities, magistrate's office, animal control, wildlife services, various human services agencies, Department of Social Services, etc.; receives complaints and requests for service by telephone or radio; obtains necessary information and dispatches appropriate personnel or officials and/or advises callers of proper contact for assistance or information.
Operates a computer terminal connected to a network that includes the Division of Criminal Information, the National Crime Information Center and a variety of local, regional and/or state emergency response databases to obtain and enter information; corresponds with other law enforcement or public services jurisdictions through computer and enhanced E-911 systems; processes and maintains records of information obtained. Call screening for emergency assistance in a standardized manner using Priority Emergency Medical Dispatch (EMD). These protocols and procedures give pre-arrival instructions to the caller. Those procedures and practices include interrogating the caller, assigning an accurate determinant code and provide telephone instructions to assist patient; and communicating necessary information to police, fire & rescue personnel and other responders. Inform emergency response personnel of severe weather warnings provided by National Weather Service and other agencies. Maintains a computer log of complaints and services requested; maintains knowledge of location and activities of various emergency response personnel; prepares activity reports. Receives and provides home and business alarms to law enforcement officials and fire fighters, as requested; notifies key holders of activation of alarms. Provides information to public as requested. Performs other related work as required.
Minimum Education and Experience
Graduation from high school, some experience in telecommunications preferred; or an equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Special Requirements
Certification by the North Carolina State Bureau of Investigation's Division of Criminal Information in operation of the Division of Criminal Information Network.
NC Sheriff's Training and Standards Certification within one (1) year, International Academics of Emergency Dispatch (IAED)-Priority Medical Dispatch (EMD) certification within one (1) year, Office of Emergency Medical Service (OEMS) Emergency Medical Dispatch Certification, National Incident Management Certification Level 100, 200, 700, & 800
Must be 18 or older and a United States citizen, must obtain a valid driver license; and a clean criminal history and requires satisfactory psychological evaluation.
Knowledge, Skills, and Abilities Working knowledge of the geographical layout of the County as to location of streets, important buildings and other landmarks.
Working knowledge of the operation of a sophisticated telephone system as well as two-way radio equipment.
General knowledge of related Federal Communication Commission regulations.
Skill in the operation of two-way radio equipment.
Ability to exercise sound judgment in emergency situations and extract needed information from the caller.
Ability to speak clearly, distinctly and politely.
Ability to deal tactfully and courteously with the public.
Ability to maintain simple but effective files, records and reports.
Ability to understand and follow oral and written instructions.
Ability to establish and maintain effective working relationships as necessitated by work assignments.

Craven County provides eligible employees with $50.00 per week in disability insurance through OneAmerica AUL. Employees have the option to purchase additional disability insurance at their own cost. North Carolina Local Governmental Employees' Retirement System
Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit. NC401k
Craven County contributes 2% of eligible employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 3%.
Annual Leave
Regular full-time employees earn annual leave based upon years of service. Eligible employees begin to accrue annual leave as soon as they start but must complete a six month probationary period before they are eligible to use annual leave.
Regular full-time employees earn 3.69 hours of sick leave per pay period. Craven County accepts eligible sick leave from the State of North Carolina, any of its political subdivisions, any local government entity or authority, or municipality in North Carolina. Paid Holidays
County employees receive 11-14 paid holidays annually. The Board of County Commissioners may adjust the holiday schedule as deemed necessary. Longevity
Eligible employees earn $200 in longevity after five years of service by October 31 of the qualifying year. Longevity benefits increase $25 per year up to a maximum of $1,000. Merit Program
Craven County offers a merit program. Up to 56% of eligible employees may receive a performance-based merit increase each year. Supplemental Benefits
County employees are also offered a variety of supplemental benefits to select at their own expense such as Life Insurance, Vision Insurance, Flexible Spending Accounts, Critical Care policies, Cancer policies, Long-term Care policies, Hospitalization policies, 457b Deferred Compensation Plan and Aflac.
