Position Summary Fedcap Inc., part of The Fedcap Group, is seeking an experienced Senior Director to lead its statewide Maine workforce services contract. This executive leadership role is responsible for the overall performance, operational excellence, and long-term success of a large, high-profile government-funded contract serving individuals and families across Maine. The Senior Director will provide leadership and oversight for a statewide operation spanning 16 locations and approximately 150 employees. Reporting to the President of Fedcap Inc. and working closely with The Fedcap Group's New England Regional Senior Vice President, this leader will be accountable for contract performance, financial stewardship, compliance, operational execution, stakeholder engagement, staff leadership, and continuous improvement. The successful candidate will bring a balance of strategic leadership and operational discipline, with the ability to build strong relationships with government partners, employers, community organizations, and staff while fostering a culture of accountability, performance, and service excellence. This highly visible leader will be responsible for maintaining strong funder confidence, driving operational excellence, advancing participant outcomes, supporting service innovation, and positioning the contract for long-term sustainability, renewal, and growth. The anticipated salary range for this position is $175,000 - $200,000 annually. Actual compensation will be determined based on experience, qualifications, and other job-related factors. Primary Responsibilities Contract Leadership & Operational Excellence Provide strategic and operational leadership for the Maine workforce contract, ensuring alignment with organizational priorities, contract requirements, and the State of Maine's workforce goals. Translate Fedcap's mission, values, and economic mobility framework into clear operational strategies, measurable outcomes, and performance expectations. Foster a culture of accountability, professionalism, transparency, continuous improvement, and service excellence. Serve as the senior point of accountability for contract performance, operational effectiveness, stakeholder relationships, and organizational results. Partner closely with the New England Regional Senior Vice President to align regional priorities, enterprise strategy, and organizational resources. Oversee all aspects of contract performance, including service delivery, participant outcomes, compliance, reporting, quality assurance, and continuous improvement. Establish management routines, performance reviews, dashboards, and metrics to monitor performance, identify trends, and drive informed decision-making. Identify operational risks, performance gaps, and service delivery challenges and implement corrective actions to strengthen performance and outcomes. Ensure consistency across sites, staffing models, management practices, and service delivery standards. Leverage data to assess performance, allocate resources, improve outcomes, and support operational decision-making. Government, Funder & Community Relations Serve as the primary relationship lead with the State of Maine and other key public-sector stakeholders. Build and maintain strong relationships with government agencies, funders, employers, community organizations, and strategic partners. Maintain funder confidence through transparent communication, accountability, responsiveness, and strong contract performance. Represent Fedcap in public forums, community meetings, industry partnerships, and government engagements. Partner with the Regional Senior Vice President on stakeholder engagement, regional initiatives, and broader New England priorities. Support contract renewal, innovation, and future growth opportunities through strong stakeholder relationships and operational results. Lead, develop, and support a high-performing leadership team across the Maine contract. Establish clear expectations for performance, communication, accountability, and professionalism. Foster a culture where employees understand the mission, feel supported, and are accountable for results. Partner with Human Resources and organizational leadership on talent acquisition, succession planning, employee engagement, retention, performance management, and leadership development. Ensure managers are equipped to lead effectively and are accountable for team performance and participant outcomes. Address organizational culture, morale, turnover, and employee engagement challenges proactively and constructively. Participant Outcomes & Economic Mobility Ensure services are designed and delivered to support employment, retention, wage growth, stability, and long-term economic mobility. Promote a participant-centered, outcomes-focused service culture grounded in the dignity of work. Measure success through meaningful outcomes, including employment, retention, advancement, earnings growth, and reduced barriers to employment. Strengthen employer and community partnerships that create pathways to sustainable employment and career advancement. Leverage enterprise resources across Workforce Development, Education, Occupational Health, and Economic Development to support participant success and program innovation. Ensure compliance with all contract requirements, regulations, policies, documentation standards, and reporting obligations. Maintain strong internal controls, quality assurance processes, and risk management practices. Identify and mitigate operational, contractual, financial, compliance, and reputational risks. Manage the contract budget in partnership with finance leadership, ensuring responsible stewardship of public funds and organizational resources. Align staffing, spending, and operational decisions with contract requirements, participant needs, and long-term sustainability. Lead continuous improvement initiatives focused on operational effectiveness, service quality, staff development, participant outcomes, and organizational performance. Ensure internal and external reporting is accurate, timely, and aligned with contractual expectations. Qualifications Bachelor's degree required; Master's degree in Public Administration, Business Administration, Nonprofit Management, Workforce Development, Social Services, or a related field preferred. Minimum 10 years of progressive executive leadership experience within workforce development, human services, public-sector contracting, government-funded programs, nonprofit operations, or a related field. Experience leading large, complex, publicly funded contracts or multi-site operations. Demonstrated success managing contract performance, compliance, budgets, staff, and stakeholder relationships. Experience working with state agencies, government funders, employers, and community partners. Strong understanding of workforce development, employment services, economic mobility, and barriers to employment. Proven ability to improve organizational performance, lead through change, and build high-performing teams. Strong financial, operational, analytical, communication, and relationship management skills. Ability to travel regularly throughout Maine and maintain a visible leadership presence across program locations and stakeholder meetings.
