Lead Business Analyst (DHS)

Position Lead Business Analyst Location Washington, DC Metro Area (onsite as required) Clearance/Screening High Risk Public Trust required — candidates must complete a Tier 4 background investigation and receive a favorable adjudication prior to placement. Position Summary The Lead Business Analyst will oversee execution of tasks across the agency portfolio, envisioning and delivering long‑term strategies that meet mission objectives, translating stakeholder needs into business and technical requirements, providing architecture‑level guidance, making decisions related to technical implementations, and communicating complex technical topics to non‑technical executive‑level stakeholders. Key Responsibilities Lead systems and business analysis across the IT portfolio: requirements elicitation, business process analysis, workflow mapping, gap analysis, and solution definition. Translate stakeholder needs into actionable business and technical requirements and provide application architecture guidance (inventory analysis; component classification; integration approaches). Support and participate in governance and lifecycle processes (CPIC, DHS SELC, OMB Exhibit 300, CCBs, and similar forums). Lead configuration management activities: configuration identification, change control, status accounting, audits, and documentation. Conduct continuous risk assessment and manage mitigation strategies across program execution. Support budgeting and financial analysis for programs: maintain budget/spend plans, track obligations/commitments/expenses, perform variance analysis and forecasting, and coordinate with finance and program control specialists. Manage and oversee subcontractor work when applicable; ensure timely status reporting and deliverable completion. Prepare programmatic/status briefings and participate in proposal/orals preparation and executive‑level presentations as needed. Required Education & Experience Bachelor’s degree in IT Systems Engineering, Management Information Systems, Computer Science, or a related field. Minimum 10+ years of relevant professional experience. Minimum 10 years of experience in systems analysis, business process analysis, requirements analysis/gathering, and related project lifecycle activities. Required Skills & Technical Qualifications 10+ years of technical, business, and solution architecture experience. Experience identifying and classifying application components to support business and performance objectives and the technologies they employ; experience analyzing application inventories and developing architecture guidance. Experience with DHS SELC and federal governance and investment processes (CPIC, OMB Exhibit 300). Proven configuration management and change control experience. Familiarity integrating federal cybersecurity and compliance requirements (DHS sensitive systems policy, NIST 800‑series, FISMA) into solution designs. Prior DHS or similar federal law enforcement experience (preferred). Knowledge of DHS ICE System Lifecycle Management (SLM) preferred. Proposal/orals presentation experience (preferred). Professional project management certification (PMP, PgMP, or Agile certification) desired; equivalent experience may be acceptable. Soft Skills Excellent active listening and verbal communication; strong business writing. Ability to explain technical issues to non‑technical executive‑level stakeholders and to elicit cooperation across diverse stakeholder groups. Strong leadership and mentoring capability. Adaptable to shifting priorities and timelines. Tools & Platforms Jira/Confluence, ServiceNow, Git/GitHub/GitLab, Microsoft Teams/Outlook/SharePoint, MS Excel/PowerPoint, and earned‑value/cost‑tracking tools.
