Grants Management Specialist [BWI]

The Appalachian Regional Commission (ARC) is an economic development entity of the federal government and 13 state governments focusing on 423 counties across the Appalachian Region. Position Summary:

ARC seeks a highly organized, detail-oriented, and collaborative team player to join our Business and Workforce Investment team (BWI) as a Grants Management Specialist to coordinate the full lifecycle (e.g., reviews applications, monitors progress, issues amendments, and closes grants) of federal grants management pre- and post- award activities, and training for applicants and grantees. The incumbent applies knowledge of federal regulations and applies Commission policies and procedures related to management of ARC grants implemented under the Appalachian Regional Development Act (ARDA) of 1965. This position works closely with program team members and reports to the Division Director.  

Required Qualifications:

• Strong understanding and experience with federal grants management  processes and technical assistance consistent with sound business and industry practices, including the ability to monitor, evaluate, and administer assigned grants.
• Excellent understanding of 2.CFR Part 200 including proven experience in the application of uniform guidance to the full grant lifecycle. 
• Experience  navigating grants management system,  specifically the use of a software to monitor grants, track deadlines, generate reports, troubleshoot issues including the ability to effectively articulate the functionality of a system to users such as applicants and grantees.
• Adept knowledge of and ability to apply laws, regulations, rules, policies, procedures, processes, and methods governing the administration of Federal grants, cooperative agreements, and awards including financial methods, procedures, and practices to assess the financial stability of recipient of Federal grants or cooperative agreements.
• Strong attention to detail, effective customer service communications, and ability to use a variety of software such as grants management applications, Excel, and Word.
• 1 year of solid grants management experience.
• Bachelor's degree and 3 to 5 years of relevant experience.
• Core competencies: accountability, adaptability, collaboration, communication, and critical analysis.
• Ability to thrive in a collaborative environment bringing an energetic and innovative approach to the work.
• Successful completion (prior to hire) & maintenance of background security review; U.S. citizenship required.
• Ability to travel (up to 25%) and possess and maintain a valid driver’s license.

ARC generally follows the General Schedule Salary Table of the Federal government.  ARC’s grades denoted by “NF” are equivalent to the GS chart.  This position is an NF-11 (DC locality). This position is located in Washington, DC and requires five “in-person” days in the office.
