Chief Meteorologist

Summary Chief Meteorologist position in the Office of the Chief Economist (OCE), U.S. Department of Agriculture (USDA). The WAOB coordinates the agricultural commodity information system. Weather is an important factor; the Board serves as USDA's focal point for weather and climate information. Duties Provides technical leadership in planning, coordinating, analysis and review of weather and climate programs of the Department. Serves as principal USDA scientist and advisor on atmospheric sciences, analyzing weather and atmospheric conditions and their implications for agricultural production, and performing studies for the Department. Provides advice to Secretary and staff on development of climate and weather programs to serve nationwide needs of the agricultural community and application of meteorological technology to other programs. Provides major technical guidance and input on national atmospheric science programs and coordination with other agencies. Provides technical advice to the Chairperson of the WAOB and other staff on weather and atmospheric science implications for U.S. and global crop and livestock production. Represents U.S. Government in planning and developing programs and policies related to climate and weather within National and International organizations. Qualifications Candidates are expected to be committed to improving the efficiency of the Federal government, uphold the rule of law, and be dedicated to the U.S. Constitution. Technical Qualifications (TQs): Demonstrated expertise in agricultural meteorology and weather‑related programs supporting domestic or international agriculture. Includes developing, improving, or applying meteorological products, models, tools, or services that enhanced decision‑making or scientific outcomes. Describes collaboration with partners across government, academia, or the private sector. Experience translating complex meteorological analyses, forecasts, or scientific information into clear, actionable guidance for senior leaders, policymakers, emergency managers, or other non‑technical audiences. Includes communication under time‑sensitive conditions. Technical knowledge of the impacts of weather and climate on agricultural systems. Includes evaluating meteorological risks affecting crops, livestock, rangelands, water resources, or markets; producing scientifically sound assessments, forecasts, or decision‑support products informing risk management or operational planning. Experience Time in grade requirements do not apply to SL positions. Experience includes paid, unpaid, and volunteer work through National Service programs or other organizations. Volunteer work is counted toward qualifying experience. Education Applicants must meet the following basic requirements in meteorology: Degree in meteorology, atmospheric science, or a natural science major that included at least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science plus specified sub‑areas: six semester hours of atmospheric dynamics and thermodynamics, six semester hours of analysis and prediction of weather systems, three semester hours of physical meteorology, two semester hours of remote sensing or instrumentation. Six semester hours of physics, including at least one laboratory course. Three semester hours of ordinary differential equations. At least nine semester hours of coursework suitable for a physical science major, such as physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science. or Combination of education and experience coursework as shown above, plus appropriate experience or additional education.
