Duties Description The incumbent will support the Disaster Recovery Programs, Audit & Compliance Unit within the Finance section. Duties Include But Are Not Limited To Receive and review monthly contractor invoices, prepare approval spreadsheets for program review, prepare payment recommendations for management, and revision requests for the contractor. Maintain and update all appropriate invoice and payment trackers. Serve as the liaison between the contractor and DHSES Disaster Recovery Programs (DRP). Perform thorough reconciliations of contractor costs for state management cost (SMC) obligation requests, SMC reimbursements requests, and federal quarterly progress reporting. Develop and maintain knowledge of all applicable State and Federal laws, rules and regulations relating to recovery programs, grant administration, and NYS travel. Facilitate and oversee the coordination of federal and state audits and monitoring visits, including but not limited to organizing, maintaining, and updating electronic information and documentation. Attend and/or facilitate meetings with DRP staff, FEMA, state agencies and applicants as needed. Assist in planning audit activities, including specific audit tasks and the audit schedule. Review all external audit reports relating to DRP, draft responses to audit results, and prepare recommendations to management, as needed. Participate in development of Recovery audit manuals or training programs. Participate in development of DRP audit manuals or training programs. Perform ad-hoc personal allowance reviews, as necessary. Evaluate the efficiency and effectiveness of Recovery’s internal controls, noting any relative strengths or weaknesses. Perform other duties and special projects as required. Supervise subordinate staff as required. Support and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead state recovery program representative or in other leadership roles during active disasters. Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment. Possession and maintenance of a valid Driver’s License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job. Work schedule may vary based on operational need. Occasional overtime may be required. Minimum Qualifications NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*** To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education. Auditor 1 levels based on required experienced and education: Auditor Trainee 1 (equated to SG-14): bachelor's degree in accounting, auditing, or taxation OR bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses. Auditor Trainee 2 (equated to SG-16): bachelor's degree in accounting, auditing, or taxation OR bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses AND one year of required experience. Auditor 1, SG-18: bachelor's degree in accounting, auditing, or taxation OR bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses AND two years of required experience. Required experience: professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles. Substitutions Master's and higher-level degrees in accounting, auditing, or taxation will substitute for one year of required experience. Current valid Certified Public Accountant (CPA) license and registration issued by New York State will substitute for one year of required experience. Note Courses such as business law, economics, statistics, and most finance courses although completed as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours. Transcripts will be required for appointment. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. Reassignment/Transfer Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as an Auditor 1 and are interested in reassignment; OR current New York State employees with one year or more of permanent, contingent-permanent or 55b/c service in a position eligible for transfer under section 70.1 or 70.4 of the Civil Service Law. Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties. NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency's Telecommuting Program Guidelines. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
