Assistant Inspector General for Audits

Summary This position is located in the OIG - Office of Audits of the Federal Deposit Insurance Corporation in Arlington, VA. Salary reflects a pay cap for this position of $315,000. Responsibilities The Assistant Inspector General for Audits provides executive leadership and direction of performance audits, evaluations, and reviews of FDIC programs, functions, and activities and those of insured and regulated institutions and FDIC contractors in response to: statutory, regulatory or policy requirements; specific Congressional and FDIC management requests; and the most significant risks confronting FDIC. Participates with, and provides advice and assistance to, the Inspector General on all matters pertaining to management and administration of audits, evaluations, and reviews of the FDIC. Develops a vision, goals, objectives, plans and priorities for the audit, evaluation, and review function and identifies and implements methods and processes for achieving these goals. Maintains an audit, evaluation, and review program that balances competing intermediate and longer-term priorities for the Office of Audits' analytical capabilities, including staff expertise, technology, and operational capacity. Provides direction, supervision, and management to a staff of audit professionals by providing assignments, projects and training opportunities; outlining overall projects and assignments and expected results. Ensures that applicable laws, regulations, policies, procedures, and standards are being maintained. Plans, directs, and supervises all phases of the audit, evaluation, and review program to ensure appropriate coverage is given to all FDIC programs and operations based upon their significance to the FDIC mission and vulnerability to fraud, waste, abuse, and mismanagement. Develops operating budgets, schedules, and work plans. Coordinates audit activities between the OIG and other Federal agencies, including the GAO, OMB, Congressional committees and other Executive and Legislative organizations of the U.S., and the private sector. Coordinates program activities with the AIG-Investigations to support joint audits investigations, refers potential illegal acts and irregularities for criminal investigation, and supports investigative activities. Requirements Conditions of Employment Qualifications To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through progressively responsible management or executive-level assignments. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Leadership Experience 1: Experience in overseeing and coordinating the work of an audit or related function including assigning work, directing changes to programs and priorities, and evaluating performance against goals; AND Leadership Experience 2: Experience in managing employee performance and growth, including evaluating employee readiness for successive roles, recognizing accomplishments, providing feedback and development opportunities, and addressing performance/conduct issues; AND Technical Experience: Experience in federal performance auditing, attestation, and financial statement auditing principles, techniques, and practices needed to interpret and apply Generally Accepted Government Auditing Standards (Yellow Book) to ensure a scope and quality of work that has an impact on program operations and is meaningful and useful to a wide range of stakeholders. Education This position requires the following: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: 1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or 2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. FDIC Executive Managers (EM) are in the Federal competitive service and not the Senior Executive Service (SES). As an EM at the FDIC, you will provide executive leadership and managerial direction over substantive activities related to planning, developing, executing, and coordinating the Corporation's programs and policies.
