EAP Counselor

The Office of Labor Relations (OLR) represents the mayor in the conduct of all labor relations between the City of New York and labor unions representing employees of the City. The Commissioner serves on behalf of the Mayor as the City’s liaison with both labor and management in the private sector. The office is authorized by Executive Order 38, amended by Executive Order 13. OLR administers benefits programs such as Health Benefits, Management Benefits Fund, Employee Assistance Program, Work Well NYC, Medicare Part B Reimbursement, Pre‑Tax Benefits, Deferred Compensation Plan, and NYCE IRA. OLR negotiates collective bargaining agreements, serves as a resource on workforce labor issues, and assists agencies with personnel, payroll, labor‑management meetings, claims, and grievances. Ongoing responsibilities include assisting municipal agencies with collective bargaining and workforce labor issues, and providing support for City health insurance innovation. Job Summary The New York City Employee Assistance Program (EAP) is a confidential, problem‑solving program available to all New York City non‑uniformed employees and their dependents, as well as to employees of the Department of Education, NYC Health + Hospitals, Department of Correction, and New York City Housing Authority. The EAP provides mental, emotional, and social resources so staff can feel healthy and supported in their work. EAP Counselor’s Duties And Responsibilities Provide client services including conducting intake assessments, formulating treatment plans, and offering case management and follow‑up. Interface with insurance carriers and treatment providers to facilitate optimal benefit usage and treatment delivery while preserving client confidentiality. Collaborate with agency units to maintain employer accountability, protect confidentiality, and report on compliance when disciplinary stipulations apply. Create and maintain confidential case records. Consult with supervisors and agency units on employee problems that affect job performance. Participate in clinical and administrative meetings, in‑service training, and community outreach programs. Develop and maintain current information on community resources. Minimum Qualifications A baccalaureate degree from an accredited college and at least two years of community work or related activities; or High school graduation or equivalent and at least six years of community work or related activities; or Education and/or experience equivalent to the above. All candidates must have at least one year of experience as described in the first criterion. Preferred Skills Two or more years of clinical experience, including trauma work, substance use treatment, crisis intervention, and group work. Public speaking, presentation, workshop development, and execution. Public Service Loan Forgiveness Eligible employees may qualify for federal loan forgiveness programs and state repayment assistance.
