Senior Human Resources Analyst - Labor Relations

The Senior Human Resources Analyst - Labor Relations is an at-will position reporting to and receiving general direction from the Director of Labor & Employee Relations or their designee. The incumbent is primarily responsible for assisting and supporting with the development, implementation and management of labor relations programs, serving as a member of the management bargaining team and as a liaison between management and bargaining units, supporting collective bargaining negotiations, providing guidance on contract interpretation and compliance, and promoting effective labor-management communication and collaboration. The work is performed with considerable independence and in accordance with policy guidelines established by the Director of Labor and Employee Relations. Examples Of Essential Duties: Essential functions may include, but are not limited to, the following: Serves as a subject matter resource in labor relations, providing guidance to management regarding applicable labor relations commitments, procedures, processes, and issues, including collective bargaining agreements and memorandums of understanding ("MOU") and personnel policies, labor relations procedures, and contract administration. Plans, organizes, and administers labor relations programs and services in accordance with HACLA policies, procedures, best practices, and industry standards; while supporting HACLA’s commitments and responsibilities to the agency’s bargaining units. Serves as a member of the management bargaining team, and as a liaison with bargaining units, and supports collective bargaining negotiations through research and assistance with negotiating MOUs, letters of agreement, and other related matters pertaining to wages, hours, and other working conditions. Designs, coordinates, and conducts research activities and analyses to support preparation for negotiations, labor relations initiatives, and bargaining strategies. Provides guidance that is based on established human resource and labor relations policy, practice, and case law precedent regarding contract administration and interpretation, and other collective bargaining and human resource related issues to support and inform managers and human resources staff. Reviews and evaluates union or contract proposals and assesses effect on agency and operations; makes recommendations and assists in developing management proposals. Collects, analyzes, and interprets labor relations data and trends to support management decision-making and bargaining strategy. Collaborates with legal counsel, management, union representatives, and other stakeholders to resolve complex labor relations matters, and ensure consistent application of labor agreements and personnel policies. Prepares executive-level reports, correspondence, and presentations on labor relation matters for Senior Staff and Department Heads. Monitors changes in labor and employment laws, regulations, and case law, and recommends policy or procedural updates as appropriate. Performs other related duties as assigned or directed. Typical Qualifications: Knowledge, Abilities, and Skills Knowledge of: Principles and practices of labor relations, including contract and policy interpretation and administration techniques and administrative principles. Federal, state, and local laws and best practices governing labor relations and negotiations, processes and procedures in a public employment setting. Research methods and data analysis techniques. Ability to: Understand, interpret, and apply general and specific administrative and departmental policies and procedures and applicable federal, state, and local policies, laws, and regulations. Understand, interpret, and apply labor agreements and collaborate with leadership and unions. Identify problems, review related information, develop, and evaluate options and implement solutions arising from a variety of problems of variable scope and complexity. Research, collect, and analyze applicable data. Maintain accurate and timely records. Exercise sound judgement, discretion, and professionalism in handling and maintaining confidentiality of sensitive information and data. Skills in: Effective communication, both orally and in writing, and in presentation. Critical thinking and problem resolution. Excellent interpersonal skills to influence and guide others. Minimum Qualifications: Bachelor’s degree from an accredited college or university in public administration, business administration, human resources management, social behavioral science, or other related field -AND- five (5) years of increasingly responsible human resources experience in the public sector, including significant experience addressing and handling labor relation matters in a unionized environment and participation in collective bargaining and labor negotiations -OR- any equivalent combination of education and experience. Special Requirements: Must possess a valid California Class "C" Driver's License. Special Note: The posted salary is an estimate of the potential annual pay. Final offer will be dependent on qualifications and experience. Anticipated Hiring Pay Scale: Candidates can expect to be hired within the 8-step salary range of $108,097.60 - $133,660.80.
