Duties

Help

As a Human Resources Specialist, you will:

• Provide the full spectrum of management advisory services to highly complex and dynamic organizations and independently resolve difficult issues/problems requiring consideration of the total HR management program.
• Apply expert technical skill in the interpretation of laws, regulations, orders, and decisions to provide accurate, sound, and authoritative opinions.
• Plan and execute recruitment programs and develops innovative recruitment approaches and strategies to identify highly qualified candidates for professional, specialized, and technical occupations.
• Advise specialists, managers, and supervisors on recruitment methods and practices, employment mechanisms, recruitment strategies, sources, alternatives, appointing authorities, compensation, and incentives.
• Prepare ad hoc reports and conduct special projects/reviews supporting HR and Human Capital strategic initiatives, programs, and objectives.
• Review sensitive challenges and issues critical to overall HR program improvement, requirements, and operations and recommends resolutions to difficult HR problems.
• Contribute to developing standard operating procedures (SOPs) supporting human capital goals, strategic recruitment activities, and organizational program objectives.

WHAT WE ARE LOOKING FOR

GS-12 Minimum Qualifications : You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following:

• Providing comprehensive Federal human resources advisory or consultative services to managers and supervisors on complex recruitment, staffing, placement, or related HR matters.
• Performing, advising on, or analyzing complex Federal recruitment and staffing activities, including applying Federal hiring authorities, qualification standards, job analysis principles, staffing procedures, and related regulatory requirements.
• Analyzing and resolving complex or sensitive Federal human resources issues by researching and interpreting laws, regulations, policies, precedents, or other authoritative guidance and developing recommendations or solutions.

GS-13 Minimum Qualifications : You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following:

• Providing expert Federal human resources advisory and consultative services to managers and senior leaders on complex or sensitive HR matters, including interpreting and applying HR laws, regulations, policies, and procedures.
• Planning, advising on, and executing complex Federal recruitment and staffing activities, including applying hiring and appointing authorities, qualification standards, job analysis principles, and staffing requirements.
• Analyzing complex HR programs, policies, or workforce issues and developing recommendations to improve HR operations, program effectiveness, or customer service

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
