Summary Serves as Program Analyst responsible for developing, analyzing, coordinating, and recommending Deputy Assistant Secretary of War for Nuclear Programs and Portfolio Management (DASW NPPM), OUSW(A&S) positions. This position is being filled using Direct Hire Authority (DHA) authorized under the Department of War Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) for position in the Business and Technical Management Professional Career Path (NH). Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following:
- Independently and in collaboration with Nuclear Programs and Portfolio Management stakeholders, develop assessments of complex programs and enterprise systems to ensure they are fully responsive to all essential performance, compatibility, and interoperability requirements; cost-effective; and not duplicative of one another.
- Develop roadmaps, strategies, and analyses; and present results to USW(A&S), Joint Staff, and OSW Forums for Nuclear Programs and Portfolio Management. Produce timely reports and presentations intended to influence Planning, Programming, Budgeting, and Execution decisions and processes.
- Provide advice, assessments, oversight, and staff support on the formulation of overall architecture, systems engineering objectives, design, policy and acquisition for DoW Nuclear Programs and Portfolio Management, for all domains, including ground, maritime, aerial, and satellite systems. These complex responsibilities include the review of service and joint requirements and architectures to assess the effectiveness of the current portfolio of systems, and projects and their need for future system enhancements in conjunction with the development, integration and fielding of related systems. Identifies gaps and issues across the Nuclear Portfolio. Where appropriate, proposes new program and/or corrective actions to close gaps.
- Lead and/or support congressionally directed studies relating to nuclear portfolio systems requirements, capabilities, and architectures. Prepares testimony and reports in response to congressional inquiries regarding appeals to various congressional recommendations for the portfolio.
- Perform staff functions as an action officer within the Office of the Secretary of War. Reviews, analyzes and provides DASW NPPM comments on documents relating to policy, budget, portfolio requirements, capabilities, resource management, statutory-directed studies, National Defense Authorization Act-directed tasks, congressional reports, Government Accountability Office (GAO) reports, National Military Strategy, and Defense Planning Guidance. Prepare congressional testimony, information papers, talking points, and briefings for senior-level officials. Review and assess studies completed by the Services, the Joint Staff, and contract research organizations to determine value in evaluating requirements, programs, and capabilities.

- This position requires a Program Management, Practitioner acquisition certification. The incumbent has 60 months to achieve this certification.
- This position requires a signed written agreement to remain in Federal Service in the position for at least three (3) years.
