Human Resources Manager

Location: 1939 Roland Clarke Pl. Suite #300, Reston, VA (Hybrid) About ARK: ARK Solutions, Inc. is an established IT staffing and consulting company supporting public- and private-sector clients across the United States. Looking for: We are seeking a hands-on U.S. HR Manager to support ARK's consultants and internal employees. This person will own complex U.S. HR matters, consultant care, employee-relations support, compliance, immigration coordination, benefits and payroll coordination, onboarding and offboarding oversight, and HR process improvement. The U.S. HR Manager will also work closely with ARK's India-based HR support team, which handles routine documentation, JobDiva updates, onboarding, offboarding, follow-up, and operational execution. This is not a purely strategic HR role and not a basic paperwork position. We need someone who understands U.S. HR, communicates well with employees and consultants, handles sensitive situations responsibly, and follows issues through to resolution. ARK already has established processes and systems. The successful candidate will learn ARK's operating model, manage it reliably, and improve it where appropriate. Responsibilities- Serve as the primary U.S. HR contact for consultants and internal employees. Handle complex HR questions, consultant concerns, and employee-relations matters. Oversee U.S. onboarding and offboarding processes. Review documentation, work authorization, I-9/E-Verify, background checks, assignment records, and JobDiva data. Coordinate work orders, assignment changes, extensions, and employment documentation. Coordinate immigration matters with employees, leadership, and external counsel. Support benefits administration, open enrollment, payroll coordination, and vendor communication. Assist with policy interpretation and employee documentation. Conduct personnel-file and HR-system audits. Manage and support India-based HR personnel performing U.S. HR processes. Establish clear handoffs, checklists, and escalation procedures. Monitor unresolved issues, compliance deadlines, documentation gaps, and recurring errors. Provide regular updates and recommendations to leadership. Maintain confidentiality and professional judgment. What We Are Looking For 5+ years of relevant U.S. HR experience preferred. Strong candidates with 4+ years may be considered. Experience supporting U.S. employees, consultants, contractors, or staffing operations. Staffing, consulting, professional services, technology, or multi-state workforce experience preferred. Employee-relations and consultant-support experience. Onboarding, offboarding, compliance, and personnel-file experience. Immigration coordination experience preferred. Benefits, open enrollment, payroll coordination, and HR-vendor experience. JobDiva, Bullhorn, HRIS, HRMS, ATS, or comparable system experience. Experience working with offshore or India-based HR support preferred. Excellent written and spoken English. Strong organization, discretion, judgment, and follow-through. Comfortable working remotely and independently. The right person will be practical, mature, service-oriented, and willing to handle both sensitive conversations and detailed operational work. Detailed Roles & Responsibilities This person will handle complex U.S. HR matters, consultant care escalations, employee-relations support, compliance, immigration coordination, benefits and payroll coordination, onboarding and offboarding standards, and oversight of India-based U.S. HR execution. The India-based Senior U.S. HR Specialist will handle routine onboarding, offboarding, documentation, JobDiva updates, follow-up, and backup processing. The U.S. HR Manager will establish standards, handle exceptions, review work quality, make informed decisions, and ensure that U.S. HR matters are completed accurately and consistently. This is a hands-on role. ARK already has systems, processes, and workflows in place. The person does not need to reinvent HR; they need to learn ARK’s processes, operate them reliably, identify gaps, and improve them when necessary. ------------------------------------------------------------------------------------------------------------ U.S. HR Ownership Serve as the primary U.S. HR contact for consultants and internal employees. Own the overall U.S. HR process and escalation structure. Establish clear responsibilities between U.S. HR and India-based HR support. Set service levels, documentation standards, checklists, and follow-up expectations. Ensure open HR matters have a clear owner, next step, and deadline. Provide regular updates to leadership regarding HR risks and unresolved matters. Consultant and Employee Support Handle complex consultant and employee questions or concerns. Support matters involving assignments, work orders, extensions, changes, timekeeping processes, company policies, workplace concerns, and employment documentation. Listen carefully, gather facts, explain next steps, and follow issues through resolution. Maintain a professional and supportive relationship with consultants. Identify issues that could affect retention, consultant experience, compliance, or client satisfaction. Document sensitive matters accurately and confidentially. Onboarding and Offboarding Oversight Own U.S. onboarding and offboarding standards. Ensure W-2 consultants and internal employees are ready before their start date. Review onboarding records prepared by the India HR team. Ensure required documentation, approvals, work authorization, assignment details, dates, and system updates are complete. Oversee resignations, terminations, end-of-assignment processes, and separation documentation. Identify recurring onboarding or offboarding errors and correct the underlying process. Ensure the India-based team has backup procedures for volume increases and absences. JobDiva and HR Systems Serve as the senior U.S. HR owner for JobDiva HR records and controls. Review employment classification, pay and bill rates, assignment dates, extensions, work orders, and amendments where applicable. Ensure JobDiva records are accurate, complete, consistent, and audit-ready. Conduct regular personnel-file and system audits. Review missing documents, incorrect dates, expired forms, inconsistent information, and incomplete approvals. Work with API or systems leadership to identify data and process failures. Ensure corrective action is completed when problems are identified. Compliance Maintain working knowledge of U.S. HR documentation and employment practices. Oversee I-9, E-Verify, background checks, drug screens, work authorization, personnel files, and required notices. Monitor compliance requirements relevant to ARK’s U.S. workforce. Ensure policies and procedures are applied consistently. Identify potential compliance risks and elevate them promptly. Coordinate with employment counsel when legal advice or formal review is required. The U.S. HR Manager is not expected to act as an attorney and must know when to involve legal counsel. Immigration Coordination Coordinate H-1B applications, extensions, amendments, transfers, visa letters, and related documentation. Serve as the internal point of contact for employees, leadership, and immigration counsel. Collect, organize, and review required information. Track deadlines, expiration dates, filings, approvals, and missing documentation. Escalate timeline or documentation risks immediately. Maintain accurate immigration records and communication history. Benefits and Payroll Coordination Coordinate with benefits brokers, payroll providers, Finance, and leadership. Support benefits enrollment, open enrollment, eligibility changes, and employee questions. Coordinate payroll-related questions without necessarily processing payroll. Ensure issues are routed to the correct vendor or internal owner. Maintain accurate benefits and employment records. Escalate complex benefits, tax, or payroll questions appropriately. Employee Relations and Policy Support Support employee-relations matters, including fact gathering, documentation, policy interpretation, and follow-up. Assist with performance, conduct, attendance, leave, accommodation, and workplace concerns. Partner with leadership and legal counsel when formal action is required. Maintain confidentiality and neutrality. Assist with creating, updating, and communicating U.S. HR policies. Track policy acknowledgments and employee communications. India HR Oversight Manage the working relationship with the India-based Senior U.S. HR Specialist. Train the India team on U.S. HR procedures and documentation standards. Review the quality and timeliness of India-based HR work. Ensure the India team can provide backup coverage. Identify training, performance, or process gaps. Prevent U.S. HR knowledge from depending on one person. Reporting and Improvement Prepare regular reports on onboarding, offboarding, open HR issues, compliance, immigration, audits, and consultant support. Monitor response times, unresolved issues, documentation gaps, and recurring errors. Improve checklists, templates, handoffs, and process documentation.
