Your opportunity at a glance
The WSLCB Licensing and Regulation Division is announcing an exciting opportunity for an Administrative Assistant 5 position in Olympia, WA . This position reports to the Director of Licensing and Regulation Division. The position serves and complements the WSLCB's mission and goals by providing executive level support to the Director of Licensing and Regulation, as well as to division leadership and staff.


This includes managing complex calendars, coordination and facilitation of leadership meetings, and ensuring the timely preparation and distribution of sensitive and time-critical materials and/or assignments. This position makes decisions and acts on administrative matters to promote effective and efficient division management and operations and maintains positive working relationships with internal and external customers. Responsibilities include the ability to use independent judgment and work prioritization skills in a high-pressure environment, while simultaneously managing various division interests and issues. Additionally, this position has delegated procurement and travel authority, maintains budgetary oversight, manages human resource processes and paperwork, including onboarding and off boarding staff, oversees the division's inventory and tracking of assets, and independently leads and participates in division special projects.

Duties


Some of the duties you will perform are:
  • Communicate effectively with industry stakeholders, legislative staff, executive level staff and others on behalf of the Director. Establish and maintain positive relationships with agency administrative and support staff.
  • Serve as a liaison between Director and other members of division management team, relaying assignments and requesting status information.
  • Manage Director's complex calendar; schedule and coordinate in person and remote meetings, including preparing agenda and meeting materials/presentations, and meeting logistics.
  • Manage Director's emails, reviewing all email and routing and/or delegating as appropriate.
  • Understand and stay current on Director's priorities, assignments, deliverables, and due dates. Track work activities to ensure timely delivery, and completion.
  • Prepare and edit various correspondence, presentations, and other documents. Exercise signature authority on administrative correspondence.
  • Represent Director as requested at meetings, conferences, and other business functions.
  • Make travel arrangements in accordance with agency and state policies for Director and division staff, including airfare, hotel reservations, registration, and ground transportation. Coordinate required pre-approval travel paperwork and after travel reimbursements, as applicable.
  • Represent Division in matters pertaining to administrative operations and policies; interpret and apply administrative policies to the work of the Division.
  • Practice budgetary delegated authority and provide budgetary oversight, including Division procurement of goods and services and coordination of travel.
  • Represent Division on the Agency Lead Support Team.
  • Collaborate with Lead Support Team on all agency events, as needed.
  • Maintain confidentiality of all performance management and corrective actions.
  • Manage all steps involving Division onboarding, promotions, transfers, and separations.
  • Create and/or track timely completion of Division Personnel Action forms and related documents.
  • Track timely completion of Division Position Description, Expectations and Evaluation forms.
  • Serve as Division's Training Learning Center point of contact and liaison with the agency's HR division to track Division staff training and resolve training record discrepancies.
Qualifications

Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Seven (7) years of administrative or supervisory experience.


OR

A Bachelor's degree in business, public administration, or closely allied field.

AND

Three (3) years of administrative or supervisory experience.
Preferred/Desired Qualifications:
  • Knowledge of government organization and administrative procedures; office methods and procedures; research and data collections; agency policies and procedures.
  • Working knowledge of delegated purchase authority.
  • Working knowledge of Washington State legislative and rule processes.
  • Ability to write and communicate effectively; establish and maintain cooperative relations with others.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.


Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.


Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.


Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
