Purpose The Academic & Workforce Program Manager will oversee TIE’s academic and workforce initiatives and, if awarded, will serve as the operational lead for the National Network for Microelectronics Education Regional Node, supporting multi‑state coordination, subawards, and reporting. The role also contributes to business development, budget forecasting, and revenue strategies essential to TIE’s long‑term workforce sustainability. Responsibilities Regional Node or Program Operations & Project Management – Lead day-to-day coordination and execution of workforce initiatives, including milestone management, implementation planning, and partner support. If awarded by National Network for Microelectronics Education, manage all operational functions for the Regional Node across multiple states. Multi‑State Coordination & Governance Support – Coordinate communication, meetings, and decision‑making processes with State Leads, Governance Board members, and Workstream Leads. In an NNME-awarded scenario, oversee full multi‑state governance implementation. Stakeholder Engagement & Convening – Facilitate employer convenings, faculty and partner workshops, Communities of Practice, and advisory groups to strengthen education‑industry alignment and ensure broad partner engagement. Curriculum & Resource Dissemination – Support development, refinement, and adoption of semiconductor‑related curriculum and training resources; coordinate dissemination of NNME Hub and Node materials across partner institutions. Subaward Management & RFP Support – Coordinate rolling RFP cycles; support proposal development; manage subaward tracking and partner deliverables. Under NNME, oversee all Node‑wide subawards and compliance activities. Sustainability & Business Development Strategy – Support development of sustainability models, fee‑for‑service structures, cost‑recovery strategies, and partnership pipelines. In the NNME model, drive the Regional Node’s long‑term self‑sufficiency plan. Budgeting, Financial Planning & Forecasting – Assist with financial modeling, budget forecasting, expenditure tracking, and revenue analysis for workforce programs or the Regional Node, ensuring fiscal health and sustainability. Data, Evaluation & Reporting – Coordinate all KPI collection, evaluation requirements, data‑sharing agreements, and reporting cycles. Under NNME, manage full Node reporting to the Hub Operator in partnership with the Data & Evaluation Partner. Communications, Documentation & Representation – Prepare briefings, external communications, reports, and public presentations. Represent TIE WFD—or, if awarded, the Regional Node—on panels, committees, and stakeholder meetings. Administrative & Operational Infrastructure – Maintain documentation, processes, onboarding systems, partner communications, and operational infrastructure necessary to support TIE WFD or the fully scaled NNME Regional Node. Other related functions as assigned. Required Qualifications Bachelor’s degree in education, engineering, business, public administration, or a related field. 5+ years of experience in workforce development, higher education, technical training, economic development, or multi‑institution program management. Experience with program budgeting, business operations, or financial planning. Strong project management skills and experience coordinating complex partnerships. Strong experience with industry engagement and developing industry‑driven education and training programs. Excellent communication and public‑facing presentation skills. Ability to analyze workforce and program data for decision‑making. Relevant education and experience may be substituted as appropriate. Preferred Qualifications Master’s degree in engineering, STEM education, business, public policy, or related discipline. Experience in business development, grant writing, or revenue‑generating program design. Familiarity with semiconductor or advanced manufacturing workforce needs. Experience managing subawards, evaluation cycles, and federal reporting requirements. Experience with curriculum development or instructional design in technical fields. Understanding of cost‑recovery models, fee‑for‑service structures, or sustainable workforce program operations. Salary Range TIE Pays Industry‑Competitive Salaries. Occasional travel This position will begin as remote work on a temporary basis, with the expectation of transitioning to fully in‑person work.
