County Administration Contract Manager.

State of Colorado

The State of Colorado strives to create a Colorado for All by building and maintaining workplaces that value and respect all Coloradans through a commitment to equal opportunity and hiring based on merit and fitness. The State is resolute in non‑discriminatory practices in everything we do, including hiring, employment, and advancement opportunities. The Department of Health Care Policy & Financing (HCPF) oversees and operates Health First Colorado (Colorado’s Medicaid Program), Child Health Plan Plus (CHP+), and other state public health programs for qualified Coloradans. Our mission is to improve health care equity, access and outcomes for the people we serve while saving Colorado money on health care and driving value for the state. We are looking for a County Administration Contract Manager to join the Partner Relations and Administration Division within the Policy, Communications and Administration Office (PCA). The Partner Relations and Administration Division serves as the Department’s primary liaison to counties and community partners, providing leadership, oversight and subject‑matter expertise in county administration, regulatory compliance, fiscal management, communications and partner engagement for Medicaid, CHP+ and other state health programs. **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.** Position Summary This position serves as the Department’s lead program administrator and primary program expert for the Member Case Integrity program and related county administration contracts supporting Medical Assistance, SNAP, Adult and Family Cash Assistance, CCCAP, and other public assistance benefit programs. The position provides leadership in contract administration, program implementation and ongoing operational oversight, manages contractor performance, coordinates cross‑agency collaboration, and ensures adherence to Department policies, federal regulations and program requirements. The role also leads project management activities, stakeholder engagement, communications and policy analysis to support successful implementation and continuous improvement. Key Responsibilities Lead the administration, oversight and continuous improvement of the Member Case Integrity (MCI) program and related county administration contracts supporting Medical Assistance, SNAP, Adult and Family Cash Assistance, CCCAP, and other public assistance programs. Serve as the Department’s lead contract administrator for the MCI contract and other assigned contracts, ensuring contractor performance, compliance, procurement, renewals, amendments and adherence to Department, State Controller and federal requirements. Manage project planning, implementation and ongoing operations of the MCI program, including establishing timelines, monitoring progress, identifying risks and implementing process improvements. Analyze program performance, utilization, quality and outcome data to identify trends, evaluate effectiveness and develop recommendations for program, policy and operational improvements. Lead program design, implementation and continuous enhancement by coordinating with internal divisions, state agencies, contractors and external partners to support evolving program needs and regulatory requirements. Develop and implement stakeholder engagement and communication strategies to support provider onboarding, program awareness, policy updates and effective utilization of the Member Case Integrity program. Build collaborative partnerships with providers, advocacy organisations, state agencies and other stakeholders to gather input, resolve issues, facilitate consensus and support successful program implementation. Provide strategic consultation and technical expertise to Department leadership regarding MCI program operations, contract administration, policy development and operational decision‑making. Prepare executive briefings, legislative reports, fiscal analyses, project documentation, status reports and responses to information requests from leadership, stakeholders and external entities. Conduct research, evaluate best practices, monitor emerging requirements and develop recommendations to improve program performance, operational efficiency and service delivery. Ensure compliance with procurement, contract management and program administration requirements through effective oversight, performance monitoring and implementation of corrective actions when necessary. Perform special projects, cross‑functional initiatives and other assignments that support Division priorities, Department objectives and continuous improvement efforts. Residency Requirement This posting is only open to residents of the State of Colorado at the time of submitting your application. Minimum Qualifications There are two ways to qualify for this position: Option 1 – Experience Only Seven (7) years of professional experience in government contract or grant administration, procurement, contract compliance, regulatory compliance, program administration, financial oversight, audit or performance monitoring of government‑funded programs. Option 2 – Education and Experience A combination of related education in public health, business administration, finance, accounting or a field of study related to the work assignment and/or relevant experience in administrative and operational support, or an occupation related to the work assigned equal to seven (7) years.
