Contract Compliance Associate (Administrative Officer II) - Grade 14 Open Recruitment The Maryland Department of Transportation’s Maryland Motor Vehicle Administration (MDOT MVA) Office of Procurement is currently seeking a Contract Compliance Associate (Administrative Officer II) in Anne Arundel County. This entry‑level position is responsible for monitoring, evaluating, and completing program reviews of contractors’ and subcontractors’ performance against contract terms, nondiscrimination laws, and the Minority Business Enterprise/Disadvantaged Business Enterprise Programs (MBE/DBE). The Associate works with guidance from the Socioeconomic Manager to review, assess, audit, and monitor contracts for compliance with federal, state, and local laws and regulations, including MBE/DBE, Small Business Reserve/Enterprise (SBR/SBE), and Veteran‑Owned Small Business Enterprise (VSBE) programs. Key Responsibilities Ensure contracts comply with all socioeconomic programs, including MBE/DBE/VSBE and SBR/SBE. Validate payments to MBE/DBE/VSBE/SBR/SBE for work completed, resolve payment issues, and enter payment information into the iFMIS system. Track participation of MBE/DBE/VSBE throughout contract life‑cycle, following up on outstanding compliance submittals and process cures. Prepare required socioeconomic reports and support initial individual contract goals for the PRG process. Participate in pre‑bid, departmental, and contract kick‑off meetings to explain MBE/DBE/VSBE compliance procedures. Represent the MVA at MBE/SBR/VSBE seminars, trade shows, MDOT, and State liaison meetings. Present outreach trainings to businesses and MBE/DBE/VSBE/SBR communities on compliance concerns and new guidelines. Conduct on‑site or administrative audits to ensure compliance with contract terms and relevant laws and regulations. Perform other related contract compliance duties as assigned. The current vacancy is located in the MDOT MVA Office of Procurement, Glen Burnie, MD (Anne Arundel County). This position may allow a hybrid work schedule, including telework and on‑site work hours. MDOT offers a generous and competitive benefits package. Education A bachelor’s degree from an accredited college or university. Experience One (1) year of experience in contract management or procurement, involving duties such as soliciting, evaluating, negotiating, and awarding contracts, and ensuring compliance with governmental procurement laws, regulations, and conditions. Notes Candidates may substitute professional contract management experience or professional procurement experience, on a year‑for‑year basis, for the required education. Candidates may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council for the required education. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management, or logistics specialist classifications or administrative support specialty codes in procurement or financial management fields on a year‑for‑year basis for the required experience and education.
