Assistant Vice President Financial Management

Assistant Vice President, Financial Management Location: Onsite, Dallas, Texas. 10% travel. Remote work may be accommodated as needed. Overview The Federal Reserve Bank of Dallas (the "Bank") is part of the Federal Reserve System, supporting monetary policy and financial stability. The Assistant Vice President (AVP) in Financial Management leads the department that provides strategic financial decision support, reporting, risk management, and procurement services for the Bank. Key Responsibilities Provide strategic leadership and vision for the Financial Management department. Oversee accounting functions, ensuring accurate GAAP-based financial statements and effective controls over all reporting processes. Lead the finance business partner program, delivering annual budgets, monthly forecasts, variance analysis, and proactive financial insights to stakeholders. Conduct and supervise internal control testing, including Sarbanes‑Oxley compliance, and coordinate responses to external auditors. Manage procurement and discretionary expenditure, applying strategic sourcing and payment approaches. Develop, implement, and enhance dashboards, visualizations, and scalable business processes that align with FRS data governance guidelines. Provide periodic presentations to the Audit Committee, the First Vice President, and the President. Lead people management practices—performance planning, coaching, talent development, and engagement—across the department. Engage with partners across the Bank and the system to promote financial stability, economic growth, and best practices. Participate in system‑wide committees, work groups, and thought‑leadership activities. Qualifications Bachelor’s degree in Finance, Business Administration, Accounting (graduate degree preferred). Certified Public Accountant (CPA) or equivalent experience. Minimum eight years of relevant accounting, FP&A, or finance experience. Five or more years of experience managing staff and leading managers. Strong knowledge of GAAP, financial reporting, internal controls, risk management, and enterprise-level finance processes. Excellent analytical, communication, and stakeholder‑management skills. Commitment to public service and the mission of the Federal Reserve System.
