Supervisory IT Specialist

Summary This position is located in the Office of Inspector General (OIG), Office of Management and Planning (OMAP), Division of Information Technology (DIT), Information Systems and Security Branch (BIS). The Branch of Information Systems and Security is responsible for providing computer systems, IT security, hardware, and software support to the OIG. Responsibilities This position functions as Chief, Branch of Information Systems and Security, responsible for network and systems administration, providing direct oversight of the network operations and security staff, and serves as the OIG Information Technology (IT) enterprise-wide Security Officer, performing a wide range of IT security responsibilities including, but not limited to the following: compliance monitoring, OIG program reporting, and methodology review and/or development, and system evaluation activities. Typical duties are as follows: 1. Supervises the IT staff who are responsible for the development, maintenance, administration, security, and compliance of OIG's IT network and systems. Also, serves as a key member and adviser to the senior planning and management staff. 2. Develops and documents OIG IT standards and procedures for operations of the OIG computer network (LAN and WAN) and the IT security program which comply with federally mandated requirements and commonly accepted industry automation best practices. 3. Manages and conducts certification and accreditation activities for all OIG information systems. Manages the conduct of vulnerability assessments and audits. 4. Develops risk mitigation programs (Risk Management), plan of action milestone and budgets to address the risks identified during assessments and audits. 5. Works closely with internal components to participate in network and system design, makes recommendations, directs the development and maintenance of integrated systems and hardware to serve the needs of OIG, develops long-range plans for OIG IT initiatives, and assures that appropriate project and resource integration efforts are documented and justified. Requirements Conditions of Employment Qualifications You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Supervisory IT Specialist, as described below. At the GS-14 level applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for this position includes: Enterprise Security and Compliance Management: Demonstrated experience overseeing cybersecurity and network defense programs, including implementing the Risk Management Framework (RMF), ensuring enterprise-wide compliance with NIST standards, and managing network access controls to protect sensitive information and mission-critical systems. (OR) Network Operations and Incident Response Oversight: Experience directing complex network operations, infrastructure modernization, and advanced incident response. This includes guiding technical staff in troubleshooting, resolving complex vulnerabilities, maintaining system availability, and exercising direct supervisory authority to evaluate performance and align team tasks with organizational objectives. No Relocation Incentives will be offered. No Permanent Change of Station Incentives will be offered. This position is outside the Bargaining Unit. This position will not be filled until the Department's Placement Assistance Programs have been fully utilized. Click Evaluation of Foreign Education for more information. Additional Information You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements. Supervisory Financial Disclosure (If applicable): This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually. The Fair Chance Act (FCA) prohibits Federal agencies from requesting an applicant's criminal history information before the agency makes a conditional offer of employment.
