Chief of Police Responsible for setting the strategic direction and overseeing the overall administration of the Texas Health Police and Security force, which currently includes more than 300 uniformed officers across the Enterprise and is expected to grow to more than 400. Ensures the development of a strong physical security posture while maintaining a welcoming environment for Texas Health Resources patients, visitors, and staff. Reports directly to the VP of Police & Security Services and collaborates closely with hospital channel regional security directors to ensure effective protective capabilities across the various hospitals. Position Highlights Work location: Texas Health Resources Core work hours: Monday – Friday 8:00 a.m. – 5:00 p.m. Key Responsibilities Establish the enterprise strategy, programs, and lead the operation of the Texas Health Police and Security force. Plan, examine, and analyze operations, including personnel and equipment. Identify and analyze the design of positions, work processes, and workflows. Examine and monitor staffing to provide optimal levels. Develop preventative security programs. Direct supervise police and security personnel. Collaborate with hospital channel and CACV security directors for indirect leadership. Collaborate with security directors supporting systems and technology, ensuring necessary equipment and tools. Ensure enterprise-wide policies governing the force and compliance system. Oversee discipline process and personnel actions such as recruitment, selection, promotion, and discipline. Serve as liaison with public law‑enforcement, fire, and other agencies. Participate in the Texas Health Threat Assessment Team and other risk discussions. Serve on the incident management and emergency response teams as a primary or support leader. Propose, monitor, and report on key performance indicators and metrics. Maintain awareness of readiness including equipment condition. Provide input to business continuity and system emergency management programs. Conduct investigations of violations of law, internal policy, and produce reports. Evaluate complaints to ensure timely and fair resolution. Provide security reports to meet state licensing requirements. Recruitment, Training and Workforce Development Develop and implement a recruitment program for police and security officers. Define and enforce minimum requirements for candidates. Establish career development and promotion opportunities. Develop and implement enterprise police and security training program. Ensure staff maintain required licensure. Provide security‑related training to non‑security Texas Health employees. Finance and Budget Assist in developing the enterprise operating and capital budgets for police and security. Manage approved budgets and adjust strategies as needed. Prepare budget performance reports. Education High school diploma or equivalent required; bachelor’s degree in Business Administration, Criminal Justice, Law Enforcement, Security, or a closely related field preferred. Required Experience 8 years of police experience, including 4 years supervisory with a degree. 12 years of police experience, including 4 years supervisory without a degree. 2 years of healthcare or education law‑enforcement or security experience preferred. Licenses and Certifications Drivers License Class C (must be insurable). Peace Officer upon hire (required). Field Training Officer Certification within 12 months of hire (preferred). Mental Health Peace Officer Certification within 12 months of hire (preferred). Certified Healthcare Emergency Professional (CHEP) within 2 years of hire (preferred). Advanced Crisis Prevention Intervention Training (ACPI) maintained annually within 30 days of hire (required). Skills Complete personal history statement and psychological evaluation, and perform further testing as required. Apply Peace Officer Weapons Standard and Qualification General Order. Demonstrate management techniques for public and employee interactions. Make sound judgments and testify in court. Maintain physical fitness and ability to restrain and communicate effectively. Write clear incident reports and handle complex investigations. Proficiency with computers and electronic equipment. Travel to Texas Health Resources locations, external offices and outpatient clinics as needed. #J-18808-Ljbffr
