Summary

The typical seasonal period is August-December but can be variable during these months due to weather conditions, project needs, or funding. The primary purpose of this position is to perform a variety of journey-level masonry work needed to maintain, repair, alter, and construct exterior and interior surfaces/structures built of a variety of brick, block, and/or stone.

Duties:

• Repairs and maintains historic masonry on buildings, parapets, and boundary fences, chimneys, fireplaces, manholes, and boilers. Must be able to match existing historic surfaces.
• Have comprehensive knowledge of mixing techniques, applications etc. Extensive skills in cutting and shaping block, terra cotta, brick and stone.
• Reads and interprets drawings, blueprints, and specifications independently and determine the layout and work sequences.
• Prepares surfaces for painting by sanding, buffing and cleaning; cleans brushes and other painting equipment; moves ladders, scaffolding and/or drop cloths; and carries paint, brushes, and equipment. Applies one or more sealing compounds occasionally.
• Patch and/or replace stucco, including paper, wire, scratch and brown coats to match existing historic surfaces.

Temporary positions not-to-exceed 1039 hours in a service year may be terminated/extended based on management needs and can vary due to weather, project needs, or funding.

• You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
• You may be required to complete training and operate a four-wheel drive vehicle.
• You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
• You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
• You may be occasionally required to travel overnight away from home
• Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
• Travel, transportation & relocation expenses will not be paid. Relocation expenses will be the employee's responsibility.

Physical Demands: This position is required to perform masonry work from ladders, scaffolds, platforms, and other cramped and hard-to-reach places. Duties require the incumbent to sit, stand, stoop, bend, kneel, climb, crawl, and work in uncomfortable positions. If the incumbent is assigned to perform masonry work in remote locations, the incumbent may be required to walk, hike, climb, or drive over rough and uneven terrain. The incumbent is expected to lift and/or carry items up to 50 pounds unassisted, and occasionally up to 100 pounds in weight with assistance.

Working Conditions: Most work is performed outside with exposure to all types of harsh weather conditions. Work outside may be subject to extreme weather conditions, with wind, rain, snow, and ice, in temperatures ranging from below 0 to over 100 degrees. Depending on the geography of the park unit assigned, work may take place at elevations ranging from sea level up to 10,000 feet or in or near bodies of water. The incumbent may be regularly exposed to dust, dirt, fogs, mists, gases, smokes, sprays, and vapors, as well as noise, vibration, cuts, bruises, and abrasions from the use of masonry tools, vehicles, hoists, conveyer belts, cranes, and other equipment. The incumbent may occasionally be exposed to hazardous materials that can cause skin, eye, and respiratory irritation and burns, as well as microbiological organisms and potentially hazardous wildlife. The incumbent is subject to the danger of falling when on ladder or scaffolding, and broken bones as a result of accidents while driving or when loading and unloading equipment and materials. Some contact may be necessary with chemical agents in the nature of cleaning fluids and preservation compounds, some of which are considered hazardous. Work with chemical agents will be conducted within approved manufacturer's specifications and in accordance with all applicable masonry requirements and standards. The incumbent is expected to comply with all safety and occupational health requirements and wear protective clothing, gloves, face shields, and in some cases a respirator that may be uncomfortable. May be required to work through severe weather as part of park's snow team.

Education

There is no substitution of education for experience for Wage Grade (WG) positions.

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.
