Project Executive - Project Controls

The Project Controls Lead will oversee a cost engineer and administrative staff responsible for the day‑to‑day transactional aspects of project controls. This managerial role requires hands‑on detail work to resolve issues and support the project team with cost guidance, reporting, and strategy. The incumbent advises project executives, managers, and engineers on all cost issues, reports, and strategy while developing project‑specific strategies, processes, and procedures to meet evolving project needs and ensure alignment with the prime contract. Responsibilities Provide independent, objective advice to support the project team. Specialize in monitoring, tracking, and analysis of budgets and costs. Perform statistical analysis to indicate project health, trends, and potential risks and opportunities. Produce and present the external monthly report to the owner. Develop and manage the change‑order process. Support and advise the project accountant during billing. Check and test cost‑related information and data. Provide on‑site training (e.g., DPR best practices). Conduct dispute prevention and on‑site dispute resolution. Produce the internal monthly status report. Oversee subcontract account management. Forecast labor, material, equipment, and other non‑allowable costs and cash flow. Prepare owner reporting, project metrics, graphs, and tracking logs. Monitor CMiC for accuracy and maintenance. Housekeep records and compare with owner financial records. Conduct ROM and budgeting quality control. Develop key performance indicators for MEP and other key trades. Communicate best practices to the team. Hold on‑site training and workshops as needed. Manage change orders compiled by PMs and PEs; negotiate and resolve change orders with owner for entitlement and dollar value. Track funding sources and their drawdowns (actual vs. planned); provide graphical representations. Provide contract‑administration advice on change orders, billing, payments, and time‑related issues. Ensure governance and contract compliance. Resolve disputed or potential disputed changes for scope and entitlement with owner and subcontractors. Provide checks and balances for all cost‑related matters. Quality‑check the final billing package before issue to owner and train staff on reviewing subcontractor billings. Manage, forecast, and monitor owner allowances, contingencies, and DPR cost to complete. Review and identify surplus funds or shortfalls in contract sums. Hold open discussions with project executives and owner regarding savings or shortfalls. Liaise with scheduling resource to discuss the relationship between schedule updates and costs. Ensure relevant change orders are entered into the schedule. Assist with developing and structuring document control. Assist the PX in preparing notices under the contract. Devise or improve the project controls filing structure. Assess team members’ training needs; set goals and targets. Conduct technical meetings for internal and external representatives. Participate in staff appraisals. Qualifications 10 years of experience in large, multi‑phased construction projects. Proficient user of CMiC PM or similar project management software / cost database. Proficient user of Word and Excel. Good understanding of construction systems and sequence of construction. Experience managing teams or individual staff members. Strong leadership, communication, and negotiation skills. Ability to chair and keep meetings on track. Technical and business writing skills. Knowledge of basic general‑contractor accounting practices. Working knowledge of construction insurances. General contracting experience required; owner experience an advantage. Complex external reporting skills. Mission‑critical experience preferable but not essential. Guaranteed maximum price (GMP) knowledge and practice. Mature client‑facing ability. AIA contract knowledge. Bachelor’s degree, preferably in construction or engineering. PMP certification optional. AACE membership optional. This position is salaried.
