HUMAN RESOURCES SPECIALIST (CLASSIFICATION)

The primary purpose of this position as a GS-05/07/09: To serve as a Human Resources Specialist (Classification) in a developmental capacity. The primary purpose of this position as a GS-11: To serve as a Human Resources (HR) Specialist in the Central Classification Division in the Air Force Personnel Center. Responsibilities GS-5/7/9 DUTIES: Performs classification assignments Assists in providing position management advisory services Participates in special initiatives, studies, and projects Prepares written correspondence GS-11 DUTIES: Provides position classification services for civilian positions across the Air Force Provides position management advisory services Participates in special initiatives, studies, and projects Prepares written correspondence and other documentation Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE AS A GS-05: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of, and skill in applying, an extensive body of HR rules, procedures, and operations sufficient to perform a variety of interrelated tasks in support of the work of classification specialists. OR EDUCATION: Successful completion of a full four-year course of study leading to a bachelor's degree. Note: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. Note: You must submit a copy of your transcripts with your application. SPECIALIZED EXPERIENCE AS A GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of the standard principles and practices of classification and the analytical and evaluative methods and techniques required to gather and study position information; to interpret and apply position classification standards; and to determine classification of positions. OR EDUCATION: Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources; or I have a bachelor's degree in a subject area related to the position and am claiming Superior Academic Achievement. Note: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. Note: You must submit a copy of your transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. SPECIALIZED EXPERIENCE AS A GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of the standard principles and practices of classification and the analytical and evaluative methods and techniques required to gather and study position information; to interpret and apply position classification standards; and to determine classification of positions. Knowledge of the standard principles and practices of position management and the analytical and evaluative methods and techniques required to review organizational structures, identify position management weaknesses and discuss findings and remedies with management. Knowledge of other HR processes sufficient to relate classification issues to them. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., [if related] in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management. Note: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. Examples of specialized experience include: Knowledge of Federal HR classification and position management concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities and resolve classification issues which often require the making of fine distinctions in the proper crediting of factor levels and allocation of grade levels to positions. Knowledge of other HR processes sufficient to relate classification issues to them. Ability to communicate fine grade-level distinctions and classification rationale to managers sufficient to promote understanding and acceptance of decisions. OR EDUCATION: Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management. Note: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. Note: You must submit a copy of your transcripts with your application. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-05/07 1. Knowledge of basic Federal HR classification techniques. 2. Ability to communicate factual and procedural information clearly, orally and in writing. 3. Ability to gather and analyze facts and draw conclusions from information. 4. Ability to identify instances of poor position management. 5. Ability to consult effectively with co-workers and specialists in other offices. 6. Ability to work as a member of a team. GS-09 1. Knowledge of fundamental Federal HR classification and position management principles, policies, practices, methods, and analytical techniques. 2. Ability to gather and analyze facts and draw conclusions from information; and to communicate information clearly, orally and in writing. 3. Ability to consult effectively with co-workers and specialists in other offices. 4. Ability to work as a member of a team. Education GS-11 KSA'S 1. Knowledge of the full range of classification and position management principles, concepts, practices, and techniques, and of the relationships of other HR specialties to classification. 2. Ability to research, gather facts, and use effective analytical and evaluative methods to accurately assess information and make sound decisions involving position management problems. 3. Ability to maintain harmonious relations with managers, supervisors, employees, co-workers and others, to ensure cooperative resolution of conflicts, and to provide effective coordination of activities. 4. Ability to express ideas and concepts orally and in writing, and to ensure understanding and acceptance of findings in reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
